Core Responsibilities
Primary Functions
- Supervise daily cargo handling operations including receipt, segregation, storage, pallet build-up, loading, unloading and dispatch to ensure throughput targets and quality standards are met while minimizing damage and delays.
- Plan and assign work schedules, shift rotations and daily tasks for cargo handlers to align manpower with forecasted volumes, peak periods and special handling requests such as perishables, oversize items and time-critical shipments.
- Oversee load planning and weight-and-balance coordination with ramp and flight operations teams to ensure aircraft load sheets are accurate and comply with safety and regulatory limits.
- Ensure all cargo documentation—including airway bills, manifests, customs documents, dangerous goods declarations and inspection reports—is accurate, complete and processed in the terminal’s cargo management system (CMS/AMS).
- Enforce compliance with aviation, maritime and local regulatory requirements (IATA DGR, ICAO, IMDG, 49 CFR where applicable), company SOPs and security protocols for screening, sealing and chain-of-custody procedures.
- Manage handling of dangerous goods and hazardous materials: verify declarations, segregate incompatible items, authorize proper packaging/labeling, and coordinate with DG specialists and regulatory authorities when exceptions arise.
- Train, coach and certify cargo handling staff on equipment operation (forklifts, pallet jacks, belt loaders), safe manual handling techniques and emergency procedures; maintain training records and competency matrices.
- Conduct regular safety inspections of cargo areas, storage racks, pallet positions and ground support equipment; identify hazards, issue corrective actions and follow up to closure.
- Lead incident and damage investigations: gather facts, document findings, coordinate claims processing with customer service, implement corrective actions and report root causes to senior management.
- Monitor KPI dashboards and daily performance metrics such as on-time handling, damage rates, inventory accuracy, and productivity; prepare shift handover reports and escalate trends requiring management attention.
- Coordinate with airline dispatchers, ground handlers, freight forwarders and customs brokers to prioritize shipments, resolve discrepancies and expedite time-sensitive cargo.
- Manage warehouse space utilization, rotation practices (FIFO/LIFO as required), pallet build standards and segregation of specialized cargo categories (pharma, live animals, valuables).
- Operate and authorize use of ground support and material handling equipment; enforce pre-use checks, maintenance schedules and spare parts ordering to minimize downtime.
- Enforce terminal security controls including access badges, CCTV monitoring, perimeter checks and adherence to known consignor / regulated agent requirements.
- Control stock and expendables required for cargo operations (pallets, straps, nets, labels) and work with procurement for timely replenishment while maintaining cost-consciousness.
- Implement and monitor quality control procedures for packing, shrink-wrapping, banding and documentation to reduce customer claims and rework.
- Participate in change management initiatives for process improvements, new system rollouts (WMS/CMS integrations), or regulatory updates; act as a subject matter expert for frontline implementation.
- Provide on-call coverage and decision-making support for night, weekend or holiday operations; make operational calls during irregular operations (IRROPS) and disruptions.
- Lead toolbox talks, safety briefings and pre-shift meetings to communicate priorities, operational changes and reinforce safety culture.
- Maintain effective communication channels with customs, border control and security agencies to facilitate inspections, holds and releases in a timely manner.
- Ensure accurate reconciliation of physical cargo versus system records during shift turnovers, resolving discrepancies and initiating inventory adjustments with documentation.
- Support customer escalations personally when necessary; investigate root cause, negotiate resolutions, and follow up to ensure customer satisfaction and retention.
Secondary Functions
- Assist in planning terminal capacity projects and layout changes to optimize flow, reduce double-handling and accommodate seasonal surges.
- Support continuous improvement projects using root cause analysis, 5S and Lean methodologies to increase productivity and reduce waste.
- Prepare and submit regulatory and operational reports (safety incidents, DG occurrences, audit findings) to management and regulatory bodies as required.
- Mentor junior supervisors and provide succession planning input, including competency development and career coaching.
- Liaise with IT for troubleshooting cargo system issues, provide user feedback for functional improvements and participate in user acceptance testing (UAT).
- Help manage vendor relationships for outsourced handling, trucking pickups/deliveries and third-party warehousing to ensure SLA compliance.

- In-depth knowledge of cargo documentation processes including airway bills, master/house AWBs, manifests, customs clearance and shipment tracking systems (AMS, CHAMP, WorldTracer, CargoWise or similar).
- Regulatory expertise in IATA Dangerous Goods Regulations (DGR), ICAO, IMDG and applicable local hazmat rules for handling, segregation and documentation of hazardous materials.
- Practical experience with load planning, weight & balance calculations and working with load control or flight operations teams to ensure aircraft safety.
- Hands-on operation and safety certification for material handling equipment: forklifts (counterbalance, reach trucks), belt loaders, container loaders and pallet jacks.
- Proficiency with warehouse management systems (WMS), cargo management systems (CMS), handheld RF scanners and barcoding technologies for inventory control.
- Strong computer skills including Microsoft Office (Excel for KPI tracking and shift reports), email communications and basic troubleshooting of terminal hardware.
- Familiarity with security standards: Access control, TSA/TWIC (where applicable), regulated agent/known consignor programs and cargo screening protocols.
- Ability to interpret and apply SOPs, company safety policies and audit checklists; manage corrective actions and document compliance evidence.
- Experience with claims handling processes for damaged or lost cargo, including investigation, evidence collection, and liaison with insurance or legal teams.

Educational Background
Minimum Education:
