Primary Functions

  • Lead and manage end-to-end field enumeration activities within an assigned area, ensuring that all households and establishments are visited according to the census enumeration plan and schedule.
  • Recruit, train, and mentor a team of enumerators and supervisors; deliver classroom and on-the-job training on questionnaire administration, device use (tablets/phones), interviewing techniques, and ethical protocols.
  • Assign daily work areas, optimize routes, and maintain up-to-date maps and workload distributions to maximize coverage and efficiency while minimizing non-response.
  • Conduct pre-enumeration mapping and listing activities using GIS/GPS tools to define enumeration boundaries, identify inaccessible locations, and update sampling frames or dwelling lists.
  • Oversee and validate electronic data collection using mobile platforms (e.g., CSPro, ODK, SurveyCTO), ensuring forms are correctly completed, skip patterns honored, and multimedia attachments handled per protocol.
  • Implement strict confidentiality and data protection procedures for personally identifiable information (PII), manage secure transfer of encrypted datasets, and ensure compliance with legal/privacy requirements.
  • Perform real-time quality assurance checks and re-interviews (spot checks) on completed questionnaires to detect and correct interviewer errors, fabrication, or systematic bias.
  • Troubleshoot field issues including device malfunctions, connectivity problems, translator needs, security concerns, and escalate technical problems to central IT support when necessary.
  • Coordinate community awareness, stakeholder engagement and local authority liaison to facilitate access to gated communities, institutions, and vulnerable populations.
  • Execute non-response follow-ups, night visits, and appointment scheduling for hard-to-reach households, ensuring follow-up protocols are documented and outcomes recorded.
  • Prepare daily and weekly field status reports summarizing completed interviews, outstanding visits, enumerator performance, sample quality metrics and operational challenges.
  • Maintain inventory and accountability for field equipment and supplies (tablets, chargers, SIM cards, printed materials, PPE), organize distribution and returns, and report losses or damages.
  • Implement safety and security plans for field teams, including risk assessments, incident reporting, and coordination with local law enforcement where needed.
  • Manage logistics for field operations such as transport coordination, lodging arrangements, stipends disbursement and local procurement to keep enumeration on schedule.
  • Validate and reconcile paper records (if used) with electronic submissions, correct data inconsistencies, and prepare data packets for central processing or archive.
  • Translate and culturally adapt questionnaire items during interviews when necessary, while maintaining standardized wording to preserve data comparability.
  • Monitor key performance indicators (KPIs) for field teams — daily completion rates, error rates, non-response rates — and implement corrective actions or refresher training.
  • Facilitate post-enumeration surveys and coverage evaluation exercises, including selection of re-interview samples and documentation of methodology.
  • Produce final area-level reports that synthesize findings, enumerate operational lessons learned, and recommend improvements for future censuses or large surveys.
  • Enforce adherence to ethical interviewing standards, informed consent procedures, and equitable treatment of respondents, including vulnerable groups (elderly, migrants, refugees).
  • Support data cleaning and early-stage processing by flagging anomalous records, documenting data quality issues, and liaising with the central processing team to resolve records-level discrepancies.
  • Conduct public outreach activities and information sessions to increase response rates, counter misinformation, and explain the importance and confidentiality of census participation.

Secondary Functions

  • Assist with the preparation and distribution of training materials, field manuals, FAQs and quick reference guides for enumerators and supervisors.
  • Support ad-hoc analytic requests from central statistics teams by providing contextual field intelligence, raw area-level counts and enumeration metadata.
  • Contribute to the development and testing of electronic questionnaires and mobile data collection workflows during pilot phases.
  • Participate in post-enumeration debriefs and contribute detailed operational recommendations to improve survey design, logistics, and training content.
  • Maintain relationships with local NGOs, community leaders and civil society organizations to support outreach and access to marginalized populations.
  • Provide input on resource forecasting such as enumerator headcount, device needs and travel budgets based on real-world field conditions.
  • Support multi-lingual interviewing efforts by helping to recruit bilingual enumerators and provide translation guidance for culturally sensitive questions.
  • Assist central teams during data integration tasks by supplying geospatial corrections, address standardization notes and locality boundary updates.

Required Skills & Competencies

Hard Skills (Technical)

  • Proven experience with tablet- or smartphone-based data collection platforms (e.g., CSPro, ODK, SurveyCTO, KoboToolbox).
  • Practical knowledge of census methodology, questionnaire design, sampling/frame listing and enumeration protocols.
  • Strong data quality control techniques: re-interview methodology, edit checks, outlier detection and error logging.
  • Familiarity with GPS/GIS tools, mapping software and geolocation capture for boundary delineation and mapping updates.
  • Competence using Microsoft Office (Excel for data summaries, Word for reports) and basic data manipulation (filters, pivot tables).
  • Experience with secure data handling, encryption basics, and confidentiality compliance for personally identifiable information (PII).

Education & Experience

Educational Background

Minimum Education:

  • High school diploma or equivalent. Practical field experience and successful completion of enumerator training may substitute for formal education in some jurisdictions.

  • Bachelor’s degree in Demography, Statistics, Sociology, Social Science, Geography, Public Administration or related field.
