Primary Functions

  • Develop, draft and review policy papers, briefing notes and legislative submissions that translate government priorities into clear operational guidance and measurable program objectives, ensuring alignment with statutory requirements and senior leadership direction.

  • Oversee case management and constituent services for complaints, appeals and service requests; ensure timely investigation, escalation and resolution while maintaining accurate records and protecting confidential information.
  • Prepare and deliver compelling reports, presentations and briefings for senior executives, committees and legislative bodies that articulate program status, risks, and recommended decisions using quantitative and qualitative evidence.

  • Negotiate and manage intergovernmental agreements, memoranda of understanding (MOUs) and funding arrangements to support joint initiatives and shared service delivery across jurisdictions.
  • Champion diversity, equity and inclusion principles in program design and service delivery, ensuring that policies consider vulnerable populations and remove barriers to access for all community members.
  • Use digital systems and case management software to streamline workflow, capture performance metrics and support data-driven decision-making while promoting process improvement and automation where feasible.
