Core Responsibilities

Primary Functions

  • Develop, implement, and continuously refine a strategic community engagement plan that aligns with organizational goals and local needs, using stakeholder analysis, community mapping, and evidence from needs assessments to prioritize outreach activities.
  • Lead the design and delivery of community outreach programs, workshops, and public events that increase awareness, participation, and ownership among target populations, ensuring accessibility, cultural competency, and measurable outcomes.
  • Build and sustain authentic relationships with stakeholders including residents, community leaders, NGOs, local government, businesses, schools, and faith groups to create collaborative partnerships and referral pathways.
  • Coordinate volunteer recruitment, training, retention and recognition programs; develop role descriptions, deliver onboarding and training modules, and maintain volunteer schedules and performance records.
  • Manage and maintain stakeholder and participant databases (CRM systems such as Salesforce, NationBuilder, or donor/volunteer platforms), ensuring data integrity, GDPR/compliance, and timely follow-up communications.
  • Develop targeted communication campaigns—using email, SMS, social media, printed materials, and in-person outreach—to promote programs, recruit participants, and share impact stories while optimizing messages for different audience segments.
  • Facilitate community consultations, focus groups, listening sessions and participatory design workshops; prepare facilitation plans, conduct sessions, synthesize feedback and translate insights into actionable recommendations for program teams.
  • Serve as the first point of contact for community inquiries and concerns, triaging issues, providing information, and escalating sensitive matters to managers while maintaining professional, empathetic, and timely responses.
  • Design and implement monitoring, evaluation and learning (MEL) frameworks for engagement activities; collect quantitative and qualitative data, analyze trends, produce periodic reports and use findings to improve outreach strategies and demonstrate impact.
  • Prepare grant and funder reports, contributions to proposals, and outcome summaries that clearly articulate community outcomes, participant feedback and programmatic indicators to secure and sustain funding.
  • Plan and manage logistics for public-facing events (town halls, trainings, pop-ups, community fairs), including vendor sourcing, venue booking, risk assessments, access accommodations, budget tracking and post-event evaluations.
  • Train staff and partners in community engagement best practices, cultural humility, safeguarding, confidentiality and de-escalation techniques to ensure consistent, trauma-informed interactions across the organization.
  • Conduct stakeholder mapping and power analysis to identify influencers, coalition opportunities and potential barriers to community participation; proactively develop engagement strategies to mitigate exclusion and increase representation.

  • Maintain accurate budgets and financial records for engagement activities, track expenses against allocated funds, support procurement processes and identify cost-saving opportunities while meeting program objectives.
  • Collaborate with communications and digital teams to produce multimedia content (video testimonials, case studies, infographics) that elevate community voices, increase program visibility and support recruitment or fundraising objectives.
  • Implement feedback, complaints and safeguarding systems that enable community members to raise concerns safely; track cases, ensure timely resolution and recommend systemic improvements based on patterns of feedback.
  • Represent the organization at community forums, coalitions, and inter-agency meetings; advocate for community needs, identify partnership opportunities and co-design joint initiatives that extend organizational reach.
  • Conduct regular outreach to underrepresented or hard-to-reach groups (seniors, youth, migrants, low-income households), employing targeted tactics such as door-knocking, pop-up services, school partnerships and incentives to boost equitable participation.
  • Use GIS tools or mapping techniques and demographic data to target outreach zones, measure coverage areas, and refine engagement strategies according to spatial and socioeconomic insights.
  • Ensure all engagement activities comply with legal, ethical and organizational safeguarding standards, including background checks for volunteers, data protection protocols, and documented consent for outreach and photography.

Secondary Functions

  • Support development and maintenance of dashboards and routine data exports to monitor key performance indicators (KPIs) for outreach, participation and volunteer metrics.
  • Contribute to organizational strategy sessions by presenting community insights, engagement analytics, and recommendations for scaling programs or reallocating resources.

Education & Experience

Educational Background

Minimum Education:

  • Bachelor's degree in Social Sciences, Community Development, Communications, Public Policy, Social Work, or equivalent professional experience.

  • Bachelor's plus relevant postgraduate coursework or Master's degree in Community Development, Public Administration, Social Work, Communications or related fields.
