Core Responsibilities

Primary Functions

  • Develop, implement and continuously refine court operational policies, standard operating procedures, and best practices to ensure timely and accurate processing of cases in compliance with local, state, and federal statutes and court rules.
  • Manage all aspects of court calendar and docket control, including setting and monitoring courtroom schedules, coordinating calendars across multiple judges, and ensuring timely issuance of orders, notices, and dispositions.
  • Oversee the court’s fiscal operations by preparing and managing annual budgets; monitoring expenditures and revenues; forecasting resource needs; administering grants and special funding; and preparing financial reports for judicial officers, governing boards, and funding agencies.
  • Supervise, coach and evaluate court administrative staff, including clerks, bailiffs, administrative assistants, records personnel, and specialty teams; lead recruitment, onboarding, performance management, discipline, and professional development efforts.
  • Administer court human resources functions in partnership with county or municipal HR, including classification, compensation, leave administration, performance evaluations, and compliance with collective bargaining agreements and employment law.
  • Direct case records and evidence management programs: establish retention schedules, ensure chain-of-custody protocols, supervise secure storage, and coordinate with archives and e-discovery processes to maintain integrity and public access as permitted.
  • Lead the implementation, configuration and ongoing administration of case management and e-filing systems (e.g., Odyssey, Tyler, New Dawn, eCourt, PACER integrations) and coordinate vendor support, upgrades, data migrations and user training.
  • Serve as primary liaison between the judiciary, county/state administrative offices, law enforcement, prosecutors, defense bar, probation/parole agencies, and the public to resolve operational issues and improve cross-agency workflows.
  • Design and maintain performance metrics and management dashboards tracking case clearance rates, time-to-disposition, backlog, and service-level agreements; present regular reports and data-driven recommendations to judges and stakeholders.
  • Ensure court compliance with open records laws, confidentiality requirements, security protocols, and accessibility standards; oversee public information requests and the publication of court calendars, opinions, and administrative orders.
  • Coordinate jury management operations including summonsing, orientation, scheduling, juror compensation, and accommodations; optimize processes to reduce juror wait times and ensure compliance with statutory obligations.
  • Oversee courtroom and facility operations including space planning, maintenance, security screening, emergency preparedness, and coordination with facilities and security vendors to provide a safe, accessible environment for judges, staff, jurors, and the public.
  • Manage procurement and contract administration for supplies, IT services, interpreters, court reporters, and construction/renovation projects; draft RFPs, evaluate proposals and ensure contract compliance with procurement policy.
  • Lead or support strategic planning initiatives that improve court efficiency, access to justice, and user experience by recommending process redesigns, technology adoption, and resource reallocation.
  • Administer specialized programs such as specialty courts (drug court, mental health court, veterans’ court), probation/diversion collaboration, interpreter services, and alternative dispute resolution to support judicial and community objectives.
  • Direct quality assurance and audit functions including case file audits, fiscal audits, compliance reviews and corrective action planning to mitigate risk and ensure continuous improvement.
  • Prepare and submit mandated statistical and narrative reports to state judicial councils, administrative offices of the courts, funding agencies, and other oversight bodies in a timely and accurate manner.
  • Coordinate training programs for judges and staff on new procedures, technology, records management, privacy, and courtroom security; maintain up-to-date training materials and learning plans.
  • Handle sensitive/high-profile administrative matters and communications; draft executive-level correspondence, internal memos, public statements, and manage media or public relations in coordination with the courts’ communications office.
  • Lead cross-functional project teams to implement large-scale initiatives (e.g., e-filing rollouts, court consolidation, case type reclassification), ensuring project governance, timelines, stakeholder engagement and post-implementation evaluation.
  • Monitor legislation, rule changes and judicial directives that affect court operations; advise judges and administrative leadership on implementation implications and required policy updates.
  • Provide operational support for judicial assignments, including travel logistics, courtroom technology setup, calendar adjustments and coordination of pro tem and visiting judges when needed.
  • Develop and maintain disaster recovery and business continuity plans to ensure essential court functions continue during emergencies, including remote hearing capabilities and secure records access.
  • Cultivate partnerships and outreach programs with community organizations, bar associations, schools and victim services to promote access to justice, court education and problem-solving initiatives.

Required Skills & Competencies

Hard Skills (Technical)

  • Proficiency with court case management and e-filing systems (examples: Odyssey, Tyler, New Dawn, eCourt, PACER, File & Serve) and experience leading system implementations or upgrades.
  • Demonstrated budget and fiscal management skills: budget creation, expenditure tracking, forecasting, grants administration, and financial reporting.
  • Strong records and document management expertise, including electronic records retention schedules, indexing, and public records requests.
  • Familiarity with court rules, civil/criminal procedural requirements, sentencing and appeals workflows, and statutory reporting obligations.

  • Project management skills with experience using formal methodologies (Agile, Lean, PMP-principles) to manage cross-functional initiatives.
  • Knowledge of courtroom technology: audio/video recording, remote hearing platforms (Zoom, Webex) and evidence presentation systems.
  • Familiarity with HR processes and labor relations in the public sector (classification, performance management, collective bargaining).
  • Understanding of public sector procurement rules, grant compliance, and audit readiness processes.
  • Basic legal literacy: comprehension of legal terminology, filings, orders, and the judicial decision-making environment.

Education & Experience

Educational Background

Minimum Education:

  • Bachelor’s degree in Public Administration, Business Administration, Criminal Justice, Legal Studies, or a related field. Comparable experience in lieu of degree may be accepted by some employers.

Preferred Education:

  • Master’s degree (MPA, MBA, M.S. in Criminal Justice, or similar). Advanced judicial administration certificates or a Juris Doctor (JD) are advantageous.
