Core Responsibilities

Primary Functions

  • Conduct comprehensive crime trend analysis using police incident reports, calls for service, arrests, field interviews, victim/witness statements, and external datasets (e.g., demographics, land use, weather) to identify emerging hotspots, series, and temporal patterns that inform tactical deployment and investigative priorities.
  • Produce high-quality, repeatable intelligence products—daily briefs, weekly maps, monthly crime bulletins, and executive summaries—that translate complex data into clear operational recommendations for patrol operations, detectives, and command staff.
  • Develop and maintain spatial analyses and crime maps using GIS tools (ArcGIS Pro, QGIS) to visualize hot spots, offender and victim locations, travel routes, and environmental contributors, enabling data-driven resource allocation and problem-oriented policing strategies.
  • Perform link and network analysis to identify associations between suspects, victims, locations, and events; produce relational diagrams and intelligence packages to support active criminal investigations and covert operations.
  • Design, implement, and maintain predictive models and early warning alerts for repeat offender activity, burglary patterns, violent crime surges, and other priority issues using statistical techniques and supervised/unsupervised learning where appropriate.
  • Query, cleanse, merge, and normalize data from Records Management Systems (RMS), Computer-Aided Dispatch (CAD), National Incident Based Reporting System (NIBRS), NCIC, and other law-enforcement databases to ensure the integrity and usability of analytical outputs.
  • Create and automate dashboards, KPI reports, and interactive visualizations (Tableau, Power BI, Python dashboards) to provide near-real-time situational awareness to patrol supervisors and crime prevention coordinators.
  • Provide targeted tactical analysis in response to crime series and critical incidents, including briefing officers before shifts, preparing surveillance overlays, and prioritizing investigative leads.
  • Support major case investigations by conducting historical pattern searches, behavioral and geographic profiling, phone and social media linkage analysis, and mapping of suspect movements to assist detectives and prosecutors.
  • Conduct temporal analyses (day-of-week, time-of-day, seasonal trends) and event-based studies (large gatherings, holidays) to advise on staffing, special events planning, and directed enforcement operations.
  • Lead evidence-based problem-solving projects (SARA model) with patrol, community policing, and partner agencies to analyze root causes of recurring problems and propose measurable interventions and performance metrics.
  • Coordinate interagency information sharing, cross-jurisdictional crime pattern identification, and fused intelligence reports with neighboring agencies, regional task forces, fusion centers, and federal partners.
  • Maintain and document standard operating procedures (SOPs) for data handling, mapping conventions, model validation, and report templates to ensure repeatability and compliance with privacy and legal standards.
  • Train sworn and civilian staff in crime analysis concepts, crime mapping tools, open-source intelligence techniques, and how to interpret analytical products for operational use.
  • Validate and audit the accuracy of geocoding, address standardization, and spatial joins; correct data quality issues and recommend process changes to improve source data collection in RMS/CAD systems.
  • Respond to ad-hoc analytical requests from patrol, detectives, administration, city/county partners, and community stakeholders; prioritize requests and deliver timely, concise products for decision-making.
  • Prepare court-admissible analytical exhibits and provide sworn expert or fact witness testimony when required, explaining methods and findings in a clear, defensible manner.
  • Monitor grant-funded program metrics and provide analysis for grants such as Byrne Justice Assistance, COPS, and other public safety initiatives; assist with performance reporting and outcome measurement.
  • Conduct open-source and social media investigations to corroborate tips, identify locations of interest, and assist with community outreach/awareness efforts while maintaining chain-of-custody and legal compliance.
  • Evaluate and recommend software, databases, and analytic tools (R, Python, SAS, SPSS, Tableau, Power BI, ArcGIS) to enhance the crime analysis program, including vendor assessments and pilot implementations.
  • Contribute to community-facing reports and presentations that summarize crime trends, safety tips, and prevention strategies for public meetings, neighborhood watch groups, and municipal stakeholders.

Educational Background

Minimum Education:

  • Bachelor's degree in Criminal Justice, Criminology, Geography, Data Science, Statistics, Computer Science, Public Policy, or a related field.

Preferred Education:

  • Master's degree in Criminology, Criminal Justice, Geographic Information Science (GIS), Data Science, Statistics, or Public Administration.
  • Certificate in Crime Analysis, Intelligence Analysis, GIS, or related professional training (IACA certification, CompTIA Security+ a plus).
