Core Responsibilities

Primary Functions

  • Continuously monitor and control the real-time status of the electric transmission and/or distribution system using SCADA and Energy Management Systems (EMS) to ensure system stability and reliability.
  • Analyze and manage system parameters including voltage levels, power flows, and frequency, taking proactive and corrective actions to maintain them within established operational limits.
  • Direct and execute complex high-voltage switching sequences for planned and emergency outages, ensuring the safe isolation of equipment for maintenance or repair activities.
  • Respond decisively to system alarms, disturbances, and blackouts by implementing established emergency procedures and contingency plans to restore the system safely and efficiently.
    s- Coordinate generation dispatch and resource scheduling to continuously balance electrical load with generation, maintaining system frequency and meeting interchange schedule obligations.
  • Act as the primary authority for directing the activities of field personnel, including line crews, substation technicians, and service crews, during both normal and emergency system conditions.
  • Develop, review, and approve clearances and work permits (e.g., Lock-Out/Tag-Out) for field crews, ensuring all work is performed under safe and de-energized conditions.
  • Maintain comprehensive and accurate logs, records, and reports detailing all system events, operational decisions, and communications in accordance with regulatory requirements.
  • Ensure strict adherence to all applicable NERC, FERC, regional, and internal reliability standards, policies, and operating procedures.
  • Analyze and manage transmission line loading and congestion, implementing appropriate market-based or operational solutions to mitigate constraints.
  • Perform real-time load forecasting and outage analysis to anticipate system needs and coordinate planned work with minimal impact on customers.
  • Communicate critical system status information effectively to management, neighboring utilities, Independent System Operators (ISOs), and other key internal and external stakeholders.
  • Monitor and analyze the impact of weather conditions, such as storms, heatwaves, or high winds, on grid operations and implement mitigating strategies.
  • Operate and control various grid assets including capacitor banks, reactors, transformers, and circuit breakers to manage voltage and power flow.
  • Execute real-time energy market transactions and schedule energy interchanges with other balancing authorities as required.
  • Manage the integration of variable energy resources, such as wind and solar, into the grid, addressing their unique operational challenges.
  • Conduct pre- and post-contingency analysis to assess the grid's ability to withstand potential equipment failures and other disturbances.
  • Utilize advanced applications such as state estimators, contingency analysis, and power flow models to maintain situational awareness and predictive insight.
  • Initiate and lead system restoration efforts following partial or complete system blackouts, methodically restoring load and generation.
  • Participate in mandatory drills and simulations to maintain proficiency in emergency response and system restoration procedures.
  • Serve as the authoritative source for real-time operational decisions, exercising the authority to shed firm load when necessary to prevent system collapse.
  • Evaluate and respond to requests for transmission service, assessing the impact on system reliability and security.

Secondary Functions

  • Assist in the development, review, and revision of operating procedures, emergency plans, and training materials.
  • Participate in the post-event analysis and investigation of system incidents to identify root causes and recommend corrective actions.
  • Provide mentorship and on-the-job training for System Operators in training and less experienced colleagues.
  • Collaborate with engineering and planning departments to provide an operational perspective on future system projects and upgrades.

Required Skills & Competencies

Hard Skills (Technical)

  • NERC Certification: Must possess and maintain a NERC Transmission Operator (TOP) or Balancing, Interchange, and Transmission Operator (BIT/RC) certification.
  • SCADA/EMS Proficiency: Deep expertise in operating Supervisory Control and Data Acquisition (SCADA) and advanced Energy Management Systems (EMS).
  • Power Systems Knowledge: Strong understanding of three-phase power theory, power flow dynamics, and the principles of voltage and frequency control.
  • Switching & Tagging: Expertise in high-voltage switching procedures, clearance protocols, and safety regulations (e.g., Lock-Out/Tag-Out).
  • Regulatory Compliance: In-depth knowledge of NERC Reliability Standards and other regional and federal energy regulations.
  • Emergency Operations: Proven ability to execute emergency plans, including system restoration and blackout recovery procedures.
  • Outage Management Systems (OMS): Experience using OMS platforms to track, manage, and report on system outages.

Education & Experience

Educational Background

Minimum Education:

  • High School Diploma or GED equivalent combined with a valid NERC certification and relevant experience.

Preferred Education:

  • Associate's or Bachelor's degree in a relevant technical field.

Experience Requirements

Typical Experience Range:

  • 3-10+ years of experience in real-time electric grid operations, substation operations, or a closely related role.

Preferred:

  • Experience operating in a large, complex, and interconnected transmission system within an ISO/RTO footprint.
  • Prior experience as a field-based Substation Technician, Power Plant Operator, or Relay Technician is highly valued.
  • Demonstrated experience handling major system disturbances or restoration events.
