Core Responsibilities

Primary Functions

  • Perform rigorous daily on-site inspections of diverse construction projects, including roadways, bridges, utilities, and buildings, to verify compliance with engineering plans, specifications, and local/state/federal regulations.
  • Meticulously review and interpret complex civil, structural, and architectural blueprints, drawings, and technical documents to ensure contractor work aligns with design intent.
  • Prepare detailed, accurate, and timely daily inspection reports that document work progress, materials used, site conditions, personnel on-site, and any observed deviations or non-conforming work.
  • Actively monitor contractor activities to ensure proper construction techniques, quality of workmanship, and adherence to established project safety protocols and OSHA standards.
  • Coordinate, witness, and document results from a variety of field and laboratory materials tests, such as soil compaction, concrete cylinder breaks, asphalt density, and rebar strength.
  • Promptly identify and document construction deficiencies, potential design conflicts, and non-compliance issues, communicating them effectively to the Project Manager, Resident Engineer, and contractor for swift resolution.
  • Maintain a comprehensive and organized set of project records, including daily reports, photographic logs, material certifications, Requests for Information (RFIs), change order documentation, and as-built drawings.
  • Verify field measurements and review contractor pay applications and invoices against work completed, ensuring quantities are accurate and payments align with contractual agreements.
  • Serve as the primary on-site liaison, facilitating clear communication between contractors, design engineers, and project owners to resolve minor field conflicts and clarify specification requirements.
  • Conduct final project walkthroughs and inspections to systematically identify and compile a "punch list" of outstanding items requiring correction prior to project acceptance.
  • Enforce site compliance with environmental regulations, including storm water pollution prevention plans (SWPPP) and erosion and sediment control measures.
  • Evaluate contractor-submitted materials and product data to confirm they meet or exceed the requirements set forth in the project specifications.
  • Proactively provide guidance to contractors on interpreting codes and specifications to mitigate the risk of errors, prevent rework, and avoid project delays.
  • Inspect the installation of underground utilities, such as water mains, sewer lines, and storm drainage systems, to verify correct alignment, grade, materials, and backfill procedures.
  • Conduct specialized structural inspections of critical components like foundations, reinforcing steel placement, structural steel welding and bolting, and concrete formwork.
  • Investigate and formally respond to inquiries or concerns from the public and other external stakeholders regarding construction activities, schedules, and impacts.
  • Read and thoroughly understand prime construction contracts to ensure all clauses related to quality, testing, and documentation are strictly followed by all parties.
  • Document all field-directed changes and deviations from original plans with precise notes, sketches, and photographs to support the creation of accurate as-built records for the owner.
  • Perform warranty inspections following project completion to identify and document any material or workmanship defects that arise during the warranty period.
  • Utilize project management and inspection software (e.g., Procore, Bluebeam, e-Builder) to efficiently log observations, manage documentation, and track the status of non-conformance reports.

Secondary Functions

  • Assist in the on-the-job training and mentorship of junior inspectors and engineering technicians, sharing knowledge of best practices and project protocols.
  • Participate in pre-construction conferences, weekly progress meetings, and project close-out meetings, providing valuable input from a field perspective.
  • Collaborate with the project team to review constructability and offer feedback on design plans before they are finalized for bidding.
  • Support ad-hoc data requests and exploratory analysis related to material quantities, work progress, and quality trends.
