Core Responsibilities

Primary Functions

  • Execute and oversee the comprehensive preventive maintenance (PPM) schedule for all critical MEP (Mechanical, Electrical, Plumbing) systems, including HVAC units, chillers, electrical panels, generators, and UPS systems, to minimize downtime and ensure operational longevity.
  • Conduct hands-on troubleshooting and perform immediate corrective and breakdown maintenance on a wide range of facility equipment, diagnosing faults and implementing effective solutions to restore service promptly.
  • Manage and supervise a team of third-party vendors and specialized contractors, from selection and contract negotiation to on-site coordination and performance evaluation, ensuring adherence to safety protocols and quality standards.
  • Act as the first point of contact for all technical service requests, meticulously logging, prioritizing, and resolving issues through a Computerized Maintenance Management System (CMMS).
  • Perform daily, weekly, and monthly inspections of the entire facility, including plant rooms, critical equipment, and common areas, to identify potential hazards, defects, or areas for improvement.
  • Operate and monitor the Building Management System (BMS/BAS) to optimize energy consumption, regulate environmental controls, and respond to system alarms and anomalies.
  • Ensure full compliance with all local statutory regulations, environmental, health, and safety (EHS) standards, and fire safety codes, maintaining all necessary documentation and facilitating audits.
  • Manage and maintain the inventory of critical spares, tools, and consumables, initiating procurement requests to ensure parts are available for planned and emergency maintenance.
  • Develop and maintain Standard Operating Procedures (SOPs), maintenance checklists, and emergency response plans for all technical operations within the facility.

  • Oversee the operation and maintenance of fire life safety systems, including fire alarms, sprinklers, fire suppression systems, and emergency lighting, and coordinate regular drills and inspections.
  • Prepare detailed technical reports, incident analyses, and monthly summaries of maintenance activities, energy consumption, and vendor performance for facility management.
  • Supervise and provide technical guidance for minor facility projects, office churn, fit-outs, and equipment installations, ensuring minimal disruption to core business operations.
  • Conduct regular risk assessments of M&E systems and work practices, implementing control measures to mitigate identified risks and promote a zero-incident safety culture.
  • Manage the facility's soft services, including housekeeping, pest control, and security, by coordinating with respective vendors to ensure seamless service delivery.
  • Maintain an accurate and up-to-date asset register, including all technical specifications, maintenance histories, and warranty information for facility equipment.
  • Respond to and manage after-hours emergency calls, coordinating the necessary response to secure the site and rectify critical failures.
  • Assist in the preparation of the annual operational and capital expenditure (OPEX/CAPEX) budget for the facility's technical services.
  • Champion energy conservation initiatives by analyzing utility data, identifying wastage, and implementing measures to improve the facility's energy efficiency.

  • Provide technical training and mentorship to junior technicians and facility staff to enhance the overall skill level of the on-site team.
  • Support the Facilities Manager in generating and analyzing data for monthly and quarterly business reviews, focusing on key performance indicators (KPIs) like uptime, response time, and budget adherence.
  • Liaise with building management and other tenants on matters concerning shared services, infrastructure, and emergency preparedness.
  • Assist in space planning and management, coordinating office moves and reconfigurations as requested by business units.
  • Contribute to the evaluation and adoption of new facilities technology and smart building solutions to enhance operational efficiency and user experience.

Required Skills & Competencies

Hard Skills (Technical)

  • MEP Systems Expertise: In-depth, hands-on knowledge of HVAC systems (chillers, AHUs, FCUs), electrical distribution (panels, transformers, UPS, generators), and plumbing/water treatment systems.
  • Building Management System (BMS/BAS): Proficiency in operating and monitoring BMS platforms (e.g., Siemens, Honeywell, Johnson Controls) for system control and optimization.
  • Computerized Maintenance Management System (CMMS): Experience using CMMS software for work order management, asset tracking, and preventive maintenance scheduling.
  • EHS and Statutory Compliance: Strong understanding of local safety regulations, fire codes, electrical standards, and environmental laws.
  • Technical Troubleshooting: Advanced diagnostic and problem-solving skills to identify root causes of equipment failure and implement effective repairs.
  • Vendor and Contract Management: Ability to source, evaluate, and manage technical service providers and contractors effectively.
  • Reading Technical Drawings: Competency in interpreting electrical schematics, mechanical blueprints, and architectural drawings.

Educational Background
