Core Responsibilities

Primary Functions

  • Serve as a primary point of contact for federal client stakeholders, including senior government leaders, to understand their mission, challenges, and strategic objectives.
  • Conduct comprehensive qualitative and quantitative analysis of complex policy, organizational, and technological issues to identify root causes and opportunities for improvement.
  • Design and implement strategic process improvements, business process reengineering (BPR), and organizational change management initiatives tailored to the federal environment.
  • Develop and manage detailed project plans, integrated master schedules, and work breakdown structures to ensure on-time, on-budget delivery of client objectives.
  • Facilitate workshops, focus groups, and structured interviews with diverse stakeholder groups to gather requirements, build consensus, and validate findings.
  • Prepare and deliver high-impact briefings, white papers, data-driven dashboards, and formal reports to senior government officials and executive leadership.
  • Translate complex technical and analytical findings into clear, concise, and actionable recommendations for non-technical audiences.
  • Manage project scope, risk, and resources, proactively identifying potential issues and developing mitigation strategies to keep projects on track.
  • Support federal clients in navigating the federal budget, acquisition, and procurement lifecycles, providing expertise on requirements definition and acquisition strategy.
  • Lead and mentor junior analysts and consultants, providing guidance on project tasks, deliverables, and professional development.
  • Apply structured methodologies and frameworks (e.g., Agile, Lean Six Sigma, PMBOK) to guide project execution and ensure quality delivery.
  • Evaluate the impact of new legislation, executive orders, and federal policies on client operations and strategic goals.
  • Support the development of proposals, requests for information (RFIs), and other business development activities to secure new and follow-on work.
  • Develop and maintain strong, collaborative relationships with clients and industry partners to foster long-term engagement and trust.
  • Conduct market research and best-practice benchmarking to bring innovative commercial and public-sector solutions to federal clients.
  • Provide subject matter expertise in specific domains such as IT modernization, cybersecurity, financial management, human capital, or supply chain logistics within a federal context.
  • Assess and document current-state ("as-is") processes and design target-state ("to-be") operating models that align with the agency's strategic vision.
  • Develop communication plans and stakeholder engagement strategies to ensure successful adoption of new technologies, processes, and policies.

Secondary Functions

  • Support ad-hoc data requests and exploratory data analysis to provide quick-turnaround insights for client leadership.
  • Contribute to the organization's intellectual capital and development of reusable consulting assets, methodologies, and tools.

Required Skills & Competencies

Hard Skills (Technical)

  • Project Management Methodologies: Proficiency in PMBOK, Agile (Scrum, Kanban), and/or SAFe frameworks. PMP or CSM certification is a major plus.
  • Data Analysis & Visualization: Advanced skills in Microsoft Excel (PivotTables, Power Query) and experience with tools like Tableau, Power BI, Python (Pandas), or R.
  • Business Process Modeling: Experience using tools like Microsoft Visio, Lucidchart, or similar software to map current and future state processes.
  • Proposal & Grant Writing: Demonstrated ability to contribute to or lead the development of winning proposals in response to federal RFPs/RFQs.
  • Microsoft Office Suite: Expert-level proficiency in PowerPoint for executive briefings, Word for formal reports, and Project for scheduling.

Educational Background

Minimum Education:

Experience Requirements

  • Prior experience consulting directly for U.S. Federal Government agencies (e.g., DoD, DHS, HHS, VA, Treasury).
  • Experience working within a large consulting firm (e.g., Big Four) or a specialized government-focused consultancy.
  • Direct experience with the federal procurement process, federal budget cycle, or specific agency mission areas.
