Core Responsibilities
Primary Functions
- Lead the development, preparation, and maintenance of comprehensive Master Plans, Area Development Plans (ADPs), and long-range installation planning documents in accordance with federal agency guidelines and statutory requirements.
- Serve as the principal project manager for complex planning studies, overseeing scope, schedule, and budget for consultant contracts and in-house project teams from initiation to completion.
- Ensure strict compliance with the National Environmental Policy Act (NEPA) by preparing, reviewing, and managing Environmental Assessments (EAs) and Environmental Impact Statements (EISs) for proposed federal actions.
- Conduct in-depth analysis of demographic, economic, environmental, and land use data to inform planning decisions and forecast future development needs and constraints.
- Facilitate extensive coordination and collaboration with diverse stakeholders, including installation leadership, technical experts, federal and state regulatory agencies (EPA, SHPO), tribal governments, and the public.
- Provide expert technical guidance and authoritative advice to senior leadership on all matters related to community planning, land use compatibility, facility siting, and strategic development.
- Interpret and apply a complex web of federal laws, regulations, executive orders, and agency-specific policies pertaining to real property, environmental protection, and cultural resource management.
- Utilize Geographic Information Systems (GIS) to perform sophisticated spatial analysis, create high-quality cartographic products, and manage geospatial data to support planning and decision-making processes.
- Review and evaluate architectural and engineering designs, site plans, and construction projects for consistency with approved master plans and zoning or land use controls.

Educational Background
Minimum Education:
