Core Responsibilities

Primary Functions

  • Conduct comprehensive on-site inspections of new and existing natural gas distribution and transmission pipelines, services, and meter sets to ensure strict adherence to company standards, industry best practices, and federal/state regulations.
  • Perform and document periodic leak surveys on gas infrastructure using advanced combustible gas indicators (CGIs), flame ionization detectors (FIDs), and other specialized leak detection equipment.
  • Verify and enforce compliance with all applicable codes, including CFR 49 Parts 191, 192, and 193, as well as state-specific public utility commission (PUC) regulations.
  • Investigate the cause and origin of gas-related incidents, such as leaks, fires, or explosions, preparing detailed reports with findings and corrective action recommendations.
  • Witness and verify the integrity of pressure tests conducted by construction crews on newly installed or repaired gas mains and services, ensuring tests are performed correctly and results are accurately documented.
  • Review and approve construction plans, drawings, and welding procedures for gas facility installations and modifications to ensure they meet all design and safety specifications.
  • Monitor and inspect the work of both internal utility crews and third-party contractors to ensure quality workmanship and full compliance with project specifications and safety protocols.
  • Perform in-progress and final inspections on a wide range of gas operations, including plastic pipe fusion, pipeline coating application, valve installation, and directional drilling activities.
  • Evaluate and document the qualifications of gas company personnel and contractors (Operator Qualification - OQ program) to ensure they are certified to perform covered tasks.
  • Inspect and assess the effectiveness of cathodic protection systems designed to prevent corrosion on steel pipelines, including taking pipe-to-soil readings and evaluating rectifier performance.
  • Respond to emergency situations, such as third-party line hits or major leaks, providing technical guidance to first responders and operations teams to safely control the scene.
  • Maintain meticulous, accurate, and timely records of all inspections, non-conformance issues, corrective actions, and compliance activities in a central management system.
  • Issue formal notices of non-compliance or stop-work orders when critical safety violations or deviations from standards are identified, and follow up to ensure resolution.
  • Conduct audits of gas system records, such as patrol logs, valve maintenance histories, and pressure test documentation, to ensure they are complete and compliant.
  • Test and document odorant levels within the gas distribution system to ensure the "rotten egg" smell is sufficiently present to be detectable by the public in the event of a leak.
  • Provide technical interpretation and guidance on codes and standards to engineers, construction supervisors, and field personnel to promote a culture of compliance.
  • Serve as a subject matter expert during regulatory audits by agencies like the Pipeline and Hazardous Materials Safety Administration (PHMSA) or state PUCs.
  • Inspect the condition of above-ground facilities, including regulator stations, meter stations, and pipeline markers, for security, operational integrity, and proper signage.
  • Evaluate and ensure proper procedures are followed for pipeline purging, tapping, and stopping operations to prevent the uncontrolled release of gas.
  • Proactively identify potential hazards and risks within the gas system through field observation and data analysis, recommending programmatic improvements to enhance overall safety.

Secondary Functions

  • Participate in the review and development of company construction standards, operating procedures, and safety manuals.
  • Assist in providing training and mentorship to new inspectors, apprentices, and operational personnel on compliance and inspection techniques.
  • Collaborate with the mapping/GIS department to ensure gas system records and maps accurately reflect as-built conditions observed in the field.
  • Contribute to safety stand-down meetings and tailgate talks by sharing insights and lessons learned from recent inspections or industry incidents.

Required Skills & Competencies

Hard Skills (Technical)

  • In-depth knowledge of federal gas pipeline safety regulations (CFR 49 Parts 191, 192, 193).
  • Proficiency in using gas detection equipment (e.g., Combustible Gas Indicators, Flame Ionization Detectors).
  • Ability to read and interpret complex engineering blueprints, construction plans, and alignment sheets.
  • Expertise in plastic pipe joining methods and inspection, including butt fusion, electrofusion, and socket fusion.
  • Knowledge of pipeline corrosion control principles and cathodic protection inspection techniques.
  • Understanding of welding procedures (API 1104) and non-destructive testing (NDT) methods as they apply to pipelines.
  • Competency in gas pressure regulation, overpressure protection, and meter set design principles.
  • Experience with incident investigation and root cause analysis methodologies.
  • Skill in operating computer software for record-keeping, work management, and GIS/mapping systems.
  • Familiarity with emergency response protocols and the Incident Command System (ICS).
