Core Responsibilities
Primary Functions
- Supervise, lead, and mentor a team of GIS analysts and technicians, managing daily workloads, setting performance goals, and conducting regular performance evaluations.
- Direct the planning, development, and implementation of complex GIS projects, ensuring they are completed on time, within budget, and to a high standard of quality.
- Oversee the administration, maintenance, and optimization of the enterprise geodatabase environment, including ArcGIS SDE, SQL Server, or PostgreSQL/PostGIS.

- Manage the complete lifecycle of GIS software and hardware, including procurement, licensing, installation, configuration, and upgrades, particularly within the Esri ecosystem.
- Provide advanced technical guidance and perform complex spatial analysis, geoprocessing, and data modeling to support critical business and operational questions.
- Develop and produce high-quality cartographic products, including thematic maps, web maps, and interactive dashboards, to support planning, analysis, and executive-level decision-making.
- Act as the primary liaison between the GIS team and other departments, translating business requirements into technical specifications and geospatial solutions.
- Develop and manage the GIS department's annual budget, including forecasting for software, hardware, data acquisition, and professional development needs.
- Lead the automation of repetitive tasks and workflows by developing and maintaining scripts using Python (specifically ArcPy) to improve team efficiency and data processing speed.
- Provide expert-level technical support, troubleshooting, and problem resolution for GIS software, data, and applications for users across the organization.
- Oversee the administration and content management of the organization's ArcGIS Online or Portal for ArcGIS environment, managing users, groups, and shared content.
- Coordinate and manage the collection of field data using mobile GIS applications and GPS technologies, ensuring seamless integration with the central GIS database.
