Core Responsibilities

Primary Functions

  • Conduct comprehensive technical reviews of engineering plans, designs, specifications, and cost estimates for public and private development projects to ensure strict compliance with municipal codes, zoning ordinances, and state/federal regulations.
  • Manage the complete lifecycle of capital improvement projects, from initial concept and feasibility studies through design, bidding, construction, and final closeout, ensuring projects are delivered on time and within budget.
  • Prepare, stamp, and sign detailed engineering plans, technical specifications, and contract documents for a wide range of public works projects, including street improvements, storm drainage systems, and water/sewer utility extensions.
  • Perform complex engineering calculations and analysis for infrastructure design, such as hydraulic and hydrologic modeling for stormwater management, traffic impact analysis, and structural load assessments.
  • Serve as the primary project engineer or manager on assigned capital projects, coordinating the work of consultants, contractors, and internal staff to achieve project objectives.
  • Investigate and respond to inquiries, concerns, and complaints from elected officials, government agencies, and the general public regarding engineering and infrastructure-related matters, providing clear and professional explanations.
  • Oversee and administer construction contracts, which includes conducting pre-bid and pre-construction meetings, reviewing contractor submittals, processing pay requests, and negotiating change orders.
  • Conduct regular on-site inspections of public and private construction projects to monitor progress, verify compliance with approved plans and specifications, and ensure adherence to safety standards.
  • Develop and maintain long-range infrastructure master plans for critical systems like transportation networks, water distribution, sanitary sewer collection, and storm drainage.
  • Prepare and present detailed technical reports, staff recommendations, and project updates to City Councils, County Commissions, planning boards, and other governmental bodies.
  • Review and process various permits related to public works, such as encroachment permits, grading permits, and transportation permits, ensuring all conditions and requirements are met.
  • Analyze land development proposals and subdivision plats for their impact on public infrastructure and compliance with development standards and regulations.
  • Utilize Geographic Information Systems (GIS) to manage, analyze, and visualize infrastructure assets, supporting data-driven decision-making and asset management programs.
  • Assist in the preparation and management of the annual capital improvement budget and the engineering division's operating budget.
  • Provide expert engineering guidance and support to other municipal departments, including Planning, Parks and Recreation, and Emergency Management.
  • Evaluate the condition of existing public infrastructure and recommend maintenance, repair, or replacement projects to ensure long-term sustainability and serviceability.
  • Develop, update, and implement engineering design standards, construction specifications, and standard operating procedures for the department.
  • Represent the agency at professional and community meetings, effectively communicating technical information to diverse, non-technical audiences.
  • Stay current with advancements in engineering practices, materials, and technologies, as well as changes in relevant local, state, and federal laws and regulations.
  • Participate in the agency's emergency response activities, providing critical engineering assessments and support during and after natural disasters or other emergencies.
