Core Responsibilities

Primary Functions

Develop and manage comprehensive berth allocation plans and vessel schedules to maximize terminal productivity and minimize vessel turnaround time.
Conduct detailed analysis of terminal capacity, throughput, and utilization to identify bottlenecks and recommend operational improvements.
Design and evaluate conceptual layouts for new terminal areas, wharves, container yards, and intermodal facilities, ensuring alignment with long-term strategic goals.
Create and maintain sophisticated simulation models of port operations (vessel traffic, gate processing, yard equipment) to test scenarios and support investment decisions.
Collaborate closely with engineering and environmental departments on the design and permitting of capital improvement projects, from dredging to quay wall construction.
Prepare detailed feasibility studies and business cases for proposed infrastructure investments, including cost-benefit analysis and return on investment projections.
Analyze current and future trade-lane trends, vessel size evolution, and cargo forecasts to inform long-range master planning for the entire port district.
Engage directly with shipping lines, trucking companies, railway operators, and other tenants to understand their operational needs and incorporate them into planning initiatives.
Ensure all port planning activities and development projects comply with local, state, and federal regulations, including environmental, safety, and security mandates.
