Core Responsibilities

Primary Functions

  • Oversee the entire lifecycle of officials, including the recruitment, screening, and onboarding process, to build a robust and qualified officiating team.
  • Design, develop, and implement comprehensive training programs, clinics, and workshops for new and experienced referees to ensure consistent rule application and mechanics.
  • Establish and manage a systematic performance evaluation and feedback system, conducting regular assessments to foster development and ensure accountability.
  • Act as the final arbiter for all in-game rule interpretations, protests, and on-field disputes, providing clear, decisive, and authoritative judgments.
  • Manage the complex scheduling and assignment of officials for all games and events, optimizing for skill level, neutrality, and logistical efficiency.
  • Serve as the primary liaison between the officiating staff, league administration, coaches, and team managers, facilitating clear and professional communication.
  • Investigate and adjudicate all formal complaints, disciplinary issues, and incidents of misconduct involving officials, preparing detailed reports and recommending corrective actions.
  • Uphold and enforce a stringent code of conduct and ethics for all officials, championing integrity, impartiality, and professionalism on and off the field.
  • Develop and maintain the official rulebook, casebook, and officiating manual, disseminating updates and points of emphasis to all staff.
  • Conduct pre-tournament meetings and regular check-ins with officiating crews to align on standards, address concerns, and prepare for competitions.
  • Monitor games (live or via video review) to assess officiating quality, identify trends, and provide real-time or post-game coaching to individuals and crews.
  • Manage the departmental budget, including payroll for officials, travel reimbursements, equipment procurement, and training expenses.
  • Lead post-game debriefing sessions to analyze crucial decisions, review challenging situations, and promote a culture of continuous learning and improvement.
  • Represent the officiating department at official league meetings, disciplinary hearings, and public forums.
  • Stay current with rule changes, officiating trends, and best practices from national and international governing bodies to ensure the program remains modern and effective.
  • Mentor and develop high-potential referees, establishing a clear pathway for their advancement to higher levels of competition and leadership roles.
  • Ensure all competition sites and equipment comply with safety standards and game regulations prior to the start of events.
  • Implement and manage officiating technology, including on-field communication systems, video review platforms, and scheduling software.
  • Establish clear protocols for handling inquiries from teams, media, and the public regarding officiating decisions, protecting both the officials and the league's integrity.
  • Administer and monitor physical fitness standards and testing to ensure all officials are capable of meeting the physical demands of the game.

Required Skills & Competencies

Education & Experience

Educational Background

Minimum Education:

  • High School Diploma or equivalent.
  • Highest level of officiating certification available for the specific sport.

Experience Requirements

Typical Experience Range:

  • 7-10+ years of progressively responsible officiating experience.
  • A minimum of 3 years in a supervisory officiating role (e.g., Crew Chief, Lead Referee, Assessor, Instructor).

Preferred:

  • Experience as a Head Referee or Director of Officiating for a competitive collegiate, semi-pro, or large-scale youth sports organization.
  • Demonstrable track record of successfully managing, training, and developing a large pool of officials.
