Core Responsibilities

Primary Functions

  • Preside over formal administrative hearings and proceedings in a fair, impartial, and orderly manner, ensuring adherence to all procedural and due process requirements.
  • Analyze and adjudicate a high volume, complex caseload involving specialized areas of law, regulation, and organizational policy.
  • Administer oaths and affirmations to witnesses, manage the presentation of evidence, and rule on evidentiary objections and pre-hearing motions.
  • Conduct thorough and independent legal research on complex statutory, regulatory, and constitutional issues using platforms like Westlaw, LexisNexis, and internal knowledge bases.
  • Author comprehensive, high-quality written decisions that are logically structured, well-reasoned, and firmly grounded in the factual record and applicable law.
  • Evaluate the credibility and probative value of witness testimony, including expert opinions, and weigh documentary, physical, and circumstantial evidence.
  • Interpret and apply complex federal and state statutes, regulations, case law precedents, and internal policies to the specific facts of each case.
  • Manage all phases of the adjudication process, from pre-hearing conferences and scheduling orders to post-hearing briefs and final disposition.
  • Ensure the creation of a complete and accurate administrative record for each case, suitable for potential appellate review.
  • Issue subpoenas for the attendance of witnesses and the production of documents, and rule on motions to quash or modify.
  • Maintain judicial temperament, neutrality, and professionalism at all times, even when faced with contentious parties or emotionally charged situations.
  • Question witnesses directly to clarify testimony and develop a full and complete factual record upon which to base a decision.
  • Identify and analyze jurisdictional questions to determine if a case is properly before the tribunal for adjudication.
  • Facilitate settlement discussions or mediation between parties where appropriate, without compromising judicial impartiality.
  • Stay abreast of all relevant legislative changes, new court decisions, and evolving legal trends impacting the area of specialization.
  • Manage and prioritize a personal docket of cases to meet established productivity goals and timeliness benchmarks without sacrificing quality.
  • Handle a variety of procedural issues, including requests for continuances, discovery disputes, and motions for summary judgment.
  • Draft and issue a range of legal documents including interim orders, notices of hearing, and procedural directives to guide the parties.
  • Provide clear explanations of complex legal procedures and standards to unrepresented parties to ensure their right to a fair hearing.
  • Participate in peer review programs and judicial roundtables to promote consistency and quality in decision-writing across the organization.

Education & Experience

Educational Background

Minimum Education:

  • A Juris Doctor (J.D.) degree from a law school accredited by the American Bar Association (ABA).
  • Active bar membership in good standing in at least one U.S. state or territory.

Preferred Education:

  • Master of Laws (LL.M.) in a specialized field such as Administrative Law, Labor & Employment Law, or another relevant discipline.
  • Completion of a judicial training program, such as those offered by the National Judicial College.

Experience Requirements

Typical Experience Range:

  • A minimum of 7-10 years of post-J.D. legal practice, with substantial first-chair experience in litigation, administrative hearings, or a closely related field.

Preferred:

  • Prior experience serving in a judicial or quasi-judicial capacity (e.g., as an Administrative Law Judge, Hearing Officer, Arbitrator, or Magistrate) is highly preferred.
