Core Responsibilities

Primary Functions

  • Conduct comprehensive organizational assessments and operational reviews of trial and appellate courts to identify systemic challenges, procedural bottlenecks, and opportunities for enhanced efficiency.
  • Design and implement innovative caseflow and case management strategies aimed at reducing case backlogs, shortening time-to-disposition, and ensuring the timely and fair administration of justice.

  • Develop and execute long-range strategic plans for courts and justice agencies, facilitating visioning sessions and stakeholder workshops to establish clear goals, objectives, and actionable initiatives.
  • Analyze the impact of proposed legislation, procedural rule changes, and new policies on court operations, providing expert guidance and impact statements to decision-makers.
  • Lead business process reengineering projects to modernize court workflows, streamline clerk's office functions, and improve the user experience for litigants, attorneys, and the public.
  • Evaluate, recommend, and assist in the implementation of court technology solutions, including case management systems (CMS), e-filing platforms, online dispute resolution (ODR), and virtual hearing technologies.
  • Develop and deliver specialized training, workshops, and technical assistance programs for judges, court staff, and justice partners on topics such as procedural justice, performance management, and change leadership.
  • Facilitate complex, multi-stakeholder collaborations between the judiciary, law enforcement, prosecution, public defense, and community organizations to address cross-cutting justice system issues.
  • Design and implement robust data collection systems and performance measurement frameworks to enable courts to monitor progress, make data-informed decisions, and report on outcomes.
  • Provide expert consultation on court facility planning and space utilization, ensuring that courthouse design supports efficient operations, security, and public access.
  • Research and author in-depth reports, white papers, and policy briefs on emerging trends, challenges, and successful innovations in the field of judicial administration.
  • Manage large-scale, multi-faceted consulting projects from inception to completion, including defining project scope, managing budgets, and leading project teams.
  • Conduct qualitative and quantitative data analysis, including statistical studies of caseload trends and user surveys, to provide an empirical basis for recommendations.
  • Provide expert testimony before legislative committees, task forces, and other governmental bodies on matters related to court funding, operations, and policy.
  • Mediate discussions and build consensus among diverse and often competing interests within the justice system to foster support for reform initiatives.
  • Assess and provide guidance on improving access to justice for self-represented litigants, individuals with limited English proficiency, and other underserved populations.
  • Develop and help implement security protocols and emergency preparedness plans tailored to the specific needs and risks of judicial environments.
  • Support courts in developing continuity of operations (COOP) plans to ensure the justice system can function effectively during public health crises or other emergencies.
  • Guide judicial leadership in applying principles of procedural fairness and building public trust and confidence through transparent and respectful court interactions.

Education & Experience

Educational Background

Minimum Education:
