Core Responsibilities

Primary Functions

  • Perform intricate splicing of copper and fiber optic cables in various environmental settings, including aerial (pole and bucket truck), underground (manholes, vaults), and direct-buried locations.
  • Install, repair, and maintain telecommunication cables, closures, and related equipment at junction points, pedestals, and terminals, ensuring network integrity and longevity.
  • Interpret and analyze complex technical documents, including engineering blueprints, staking sheets, schematics, and cable records to determine work specifications and project requirements.
  • Operate specialized testing equipment such as Optical Time Domain Reflectometers (OTDR), Power Meters, and TDRs to precisely locate and diagnose faults, signal loss, and other service impairments.
  • Execute cutovers of live service with minimal disruption, carefully planning and migrating circuits from old to new cable infrastructure.
  • Prepare cable ends and construct splice cases (such as mechanical, fusion, and heat-shrink closures) according to manufacturer specifications and industry best practices.
  • Ensure all splices and terminations are sealed and protected from environmental factors like moisture, temperature fluctuations, and physical stress.
  • Skillfully operate and maintain company vehicles, bucket trucks, and specialized tools, conducting regular safety checks and minor maintenance.
  • Adhere rigorously to all company, federal (OSHA), and local safety regulations, including proper use of Personal Protective Equipment (PPE) and safe work zone setup.
  • Place and install new sections of copper and fiber optic cable as required for network expansion, upgrades, or major repair projects.
  • Maintain meticulous and accurate records of all work completed, including splice details, test results, and as-built changes, using digital and paper-based systems.
  • Communicate effectively with network operations centers, engineering teams, and project managers to report progress, escalate issues, and coordinate activities.
  • Perform routine sheath repairs on buried, aerial, and underground cables to prevent future service-affecting damage.
  • Troubleshoot and resolve complex network issues, tracing problems from the central office or headend to the specific point of failure in the outside plant.
  • Identify and correctly tag and bond/ground cables and hardware in accordance with industry standards to ensure network safety and reliability.
  • Manage on-site inventory of materials, tools, and equipment, ensuring you are prepared for planned work and emergency call-outs.
  • Work independently with minimal supervision, demonstrating strong time management and decision-making skills to complete assignments efficiently and effectively.
  • Respond to emergency service restoration call-outs, often during nights, weekends, and inclement weather, to restore critical communication services.
  • Provide a high level of professionalism and courtesy when interacting with customers or the general public near a worksite.
  • Mentor and provide on-the-job guidance to junior technicians or apprentices, sharing knowledge of best practices and safety procedures.

Required Skills & Competencies

Hard Skills (Technical)

  • Copper & Fiber Optic Splicing: Proficient in fusion and mechanical splicing techniques for both single-mode and multi-mode fiber, as well as modular and binding post copper splicing.
  • OTDR & Power Meter Operation: Skilled in using test sets to certify new fiber routes, troubleshoot faults, and measure signal loss.
  • Cable Fault Location: Expertise in using TDRs, locators, and other equipment to pinpoint the exact location of breaks or shorts in buried and aerial cable.
  • Blueprint & Schematic Reading: Ability to read, interpret, and work from complex telecommunications network maps and engineering designs.
  • Color Code Identification: Deep knowledge of industry-standard color codes for both fiber optic strands and copper cable pairs.
  • Closure & Case Preparation: Experience building and sealing various types of splice closures (e.g., Tyco, 3M) to environmental standards.
  • Bucket Truck & Aerial Lift Operation: Certified or highly experienced in the safe operation of aerial lift equipment for work on utility poles.
  • Confined Space Entry: Knowledge of and adherence to safety protocols for working in underground environments like manholes and vaults.

Educational Background

Minimum Education:

Experience Requirements

Typical Experience Range: 2-5+ years of direct experience in telecommunications as a cable splicer, lineman, or outside plant technician.

Preferred: 5+ years of experience with a strong focus on both copper and fiber optic splicing in a telecommunications or utility environment. Experience leading small projects or mentoring junior technicians is highly valued.
