Core Responsibilities
Primary Functions
- Plan, organize, and direct the daily operations of the Jury Services office, ensuring all activities comply with state and federal statutes, local rules, and court policies.
- Provide direct supervision, training, and mentorship to a team of jury clerks and administrative staff, managing the full employee lifecycle from recruitment and hiring to performance evaluation and discipline.
- Oversee the entire juror lifecycle, including the generation of source lists, mailing of summonses, processing of qualification questionnaires, and handling of requests for excusal, postponement, or disqualification.
- Develop, implement, and refine operational procedures and workflows to enhance the efficiency, accuracy, and integrity of all jury management processes.
- Serve as the principal expert and resource for judges, court personnel, attorneys, and the public on complex and sensitive matters related to jury selection, service, and legal compliance.
- Manage the automated jury management system (JMS), ensuring data integrity, system functionality, and the timely generation of juror panels and attendance records.
- Address and resolve escalated and non-routine issues from prospective and active jurors, including complaints, complex excusal requests, and non-compliance matters, with professionalism and discretion.
- Coordinate the grand jury selection and empanelment process, ensuring all statutory requirements are met and providing administrative support to the grand jurors throughout their term.
- Direct the juror check-in, orientation, and payment processes, ensuring a positive, respectful, and organized experience for all citizens reporting for jury duty.
- Monitor and enforce juror attendance and compliance, initiating and managing the Order to Show Cause (OSC) process for individuals who fail to appear for service.
- Prepare and manage the annual budget for the jury services division, including forecasting expenses, monitoring expenditures, and justifying resource allocations.
- Conduct regular audits of jury selection processes and records to ensure fairness, randomness, and adherence to legal standards for creating a representative cross-section of the community.
- Develop and deliver comprehensive training programs for new and existing jury staff on court procedures, customer service standards, and the use of the jury management system.
- Collaborate with IT staff to troubleshoot issues with the jury management software and to recommend and test system enhancements or new technologies.
- Maintain and update the court's public-facing website and informational materials related to jury service to ensure clarity, accuracy, and accessibility for the public.

Educational Background
Minimum Education:
