The Jury Organizer, also known as a Jury Administrator or Jury Clerk, is the central figure in the operational management of the court's jury system. This position is critical to upholding the constitutional right to a trial by a jury of one's peers. You will be responsible for the entire lifecycle of jury service, from summoning and qualifying potential jurors to managing their needs during trial and processing their service completion. Core Responsibilities

Primary Functions

  • Manage and execute the entire jury selection process, from generating master jury lists using multiple source files to mailing summons and questionnaires in accordance with statutory requirements.
  • Process and meticulously review returned juror qualification questionnaires, determining eligibility, and granting or denying excuses, postponements, and exemptions based on established court rules and legal guidelines.
  • Coordinate and oversee the jury check-in and orientation process, providing clear instructions, answering a high volume of questions, and ensuring a welcoming and professional environment for prospective jurors.
  • Operate and maintain the court's Jury Management System (JMS) or similar software to track juror status, attendance, payments, and service history with a high degree of accuracy.
  • Prepare and organize jury panels for voir dire, creating random lists, check-in sheets, and seating charts for use by judges and attorneys in the courtroom.
  • Serve as the primary point of contact for jurors, professionally addressing a high volume of inquiries via phone, email, and in-person regarding service obligations, scheduling conflicts, and logistical concerns.
  • Collaborate closely with judges, court clerks, and legal counsel to anticipate jury needs for upcoming civil and criminal trials and ensure the timely availability of qualified jury pools.
  • Calculate, process, and ensure the timely disbursement of juror stipends, mileage reimbursements, and other payments in compliance with financial regulations and court policies.
  • Maintain and update all jury-related documentation, including orientation materials, instructional videos, juror handbooks, websites, and automated phone system messages to ensure clarity and accuracy.
  • Manage the physical jury assembly room, ensuring it is properly equipped, organized, and prepared to accommodate large groups of citizens for extended periods.
  • Respond to and resolve any issues or emergencies that arise with jurors during their service, including medical situations, personal conflicts, or security concerns, with discretion and professionalism.
  • Generate and distribute a wide range of statistical reports on jury utilization, juror demographics, yield rates, and other key metrics for court administration and state reporting.
  • Ensure strict compliance with all local, state, and federal laws, statutes, and court policies governing the confidentiality and security of juror information.
  • Assist in the courtroom during the voir dire process by tracking peremptory challenges and challenges for cause, and recording the final composition of the sworn jury.
  • Manage the "on-call" juror system, providing clear and timely instructions to jurors regarding their reporting status on a daily basis.

Secondary Functions

  • Train and mentor new court staff or temporary employees on jury procedures and the use of the Jury Management System.
  • Participate in community outreach programs and public speaking engagements to educate citizens about the importance and responsibilities of jury service.
  • Propose and implement improvements to jury management processes and systems to enhance efficiency, reduce costs, and improve the overall juror experience.
  • Monitor and manage the jury operations budget, including tracking expenditures for mailing, printing, supplies, and juror payments.
  • Provide direct administrative support to judges and court administrators regarding jury-related matters, including legal research and special projects.
  • Liaise with other government agencies, such as the Department of Motor Vehicles and voter registration offices, to acquire and merge source lists for creating the master jury wheel.
  • Prepare and manage the logistics for sequestered juries, including arranging for lodging, meals, transportation, and security in coordination with court security personnel.
  • Support ad-hoc data requests and exploratory data analysis related to jury demographics and service trends.
  • Contribute to the organization's data strategy and roadmap by ensuring jury data integrity.
  • Collaborate with business units to translate data needs into engineering requirements for system upgrades.
  • Participate in sprint planning and agile ceremonies within the data engineering team for any system updates.

Required Skills & Competencies

Hard Skills (Technical)

  • Jury Management Software (JMS): Proficiency in specialized JMS or similar court case management systems (e.g., JURY+, JIS, Odyssey).
  • Microsoft Office Suite: Advanced skills in MS Excel for data manipulation and reporting, Word for correspondence, and Outlook for managing high-volume communication.
  • Legal & Procedural Knowledge: Strong understanding of court procedures, legal terminology, and statutes pertaining to jury selection, voir dire, and management.

Educational Background

Minimum Education:
