Core Responsibilities

Primary Functions

  • Design and execute comprehensive, mixed-methods evaluation plans for a diverse portfolio of justice system programs, including problem-solving courts, diversion programs, and re-entry initiatives.
  • Develop detailed logic models and theories of change in collaboration with program stakeholders to clearly map program activities to intended short-term, intermediate, and long-term outcomes.
  • Lead the collection of primary and secondary data, which includes accessing and analyzing large-scale administrative datasets from courts, corrections, and law enforcement agencies.
  • Conduct advanced quantitative data analysis, including quasi-experimental designs, regression modeling, and propensity score matching, to determine program impact and statistical significance.
  • Perform rigorous qualitative data collection and analysis through structured interviews, focus groups, and on-site observations with program participants, staff, and justice-involved individuals.
  • Author comprehensive, high-quality evaluation reports, technical summaries, and policy briefs that translate complex statistical findings into clear, non-technical, and actionable recommendations.
  • Present evaluation findings and strategic recommendations to a wide range of audiences, from executive leadership and judicial officers to community partners and funding bodies.
  • Manage the entire lifecycle of evaluation projects, including defining scope, setting timelines, managing budgets, and ensuring all deliverables meet high standards of quality and timeliness.
  • Develop, test, and validate a variety of data collection instruments, such as surveys, interview protocols, and fidelity assessment tools, to ensure reliability and validity.
  • Conduct in-depth literature reviews and environmental scans to ground evaluation activities in current evidence-based practices and identify gaps in a particular area of justice reform.
  • Provide targeted technical assistance and capacity-building support to program staff and partners on topics like performance measurement, data collection best practices, and using data for continuous quality improvement.
  • Ensure all research and evaluation activities are conducted with the highest ethical standards, including managing Institutional Review Board (IRB) applications and protecting participant confidentiality.
  • Evaluate the implementation of programs to assess fidelity to the intended model, identifying challenges and facilitators to successful program delivery.
  • Create compelling data visualizations, dashboards, and infographics using tools like Tableau or Power BI to make findings accessible and engaging for stakeholders.
