Core Responsibilities

Primary Functions

  • Strategic Leadership and Vision: Develop, articulate, and implement a comprehensive, multi-year strategic vision for the justice program that aligns with the organization's mission and advances key reform goals.
  • Program Design and Execution: Oversee the entire lifecycle of justice initiatives, from initial conception and research through design, implementation, and rigorous monitoring and evaluation to ensure measurable impact.
  • Team Management and Mentorship: Recruit, hire, train, and provide inspirational leadership and direct supervision to a diverse team of program staff, including attorneys, policy experts, advocates, and project managers.
  • Fiscal Oversight and Budget Management: Develop and manage the program's annual budget, ensuring responsible fiscal stewardship, accurate forecasting, and alignment of resources with strategic priorities.
  • Fundraising and Donor Relations: Drive fundraising efforts in close collaboration with the development team, including identifying funding opportunities, writing compelling grant proposals, and cultivating strong relationships with foundations and individual donors.
  • Policy Advocacy and Government Relations: Lead the development and execution of sophisticated advocacy campaigns at the local, state, and/or federal levels to advance legislative and policy reforms.
  • Stakeholder Engagement and Coalition Building: Cultivate and maintain strong, collaborative relationships with a wide array of stakeholders, including community-based organizations, impacted individuals, government agencies, law enforcement, and elected officials.
  • Public Representation and Communication: Serve as a primary spokesperson and subject matter expert for the organization on justice issues, effectively communicating our positions to the media, policymakers, and the public.
  • Research and Analysis Oversight: Direct research and data analysis projects to inform program strategy, bolster advocacy efforts, and produce high-quality reports, white papers, and policy briefs.
  • Cross-Departmental Collaboration: Work collaboratively with other departments, including communications, development, and finance, to ensure programmatic goals are integrated and supported across the organization.
  • Programmatic Evaluation and Learning: Establish and manage robust monitoring, evaluation, and learning (MEL) systems to track progress against goals, assess impact, and facilitate continuous program improvement.
  • Management of Complex Projects: Direct multifaceted projects involving multiple partners, complex timelines, and diverse deliverables, ensuring they are completed on time and within budget.
  • Fostering an Equitable and Inclusive Culture: Champion and integrate principles of racial equity and inclusion throughout all programmatic work, team management, and internal operations.
  • Risk Management: Identify potential risks to program success, reputation, and security, and develop proactive mitigation strategies.
  • Grant Management and Reporting: Ensure compliance with all grant requirements and provide timely, accurate, and compelling narrative and financial reports to funders.
  • Directing Litigation or Legal Strategy (if applicable): Oversee the development and execution of impact litigation strategies, including case selection and legal advocacy, to challenge systemic injustices.
  • Technical Assistance and Training: Provide expert technical assistance and training to partner organizations, government entities, and other stakeholders to build capacity in the field.
  • Staying Abreast of Field Developments: Monitor and analyze trends, research, and policy developments in the justice reform landscape to ensure our strategies remain innovative, relevant, and effective.
  • Convening and Facilitation: Organize and facilitate high-level convenings, roundtables, and public forums to foster dialogue, build consensus, and advance reform agendas.
  • Board and Leadership Reporting: Prepare and present regular, detailed updates on program strategy, progress, and challenges to the Executive Director and Board of Directors.

Secondary Functions

  • Represent the organization at national and international conferences, panels, and workshops.
  • Contribute thought leadership pieces, such as op-eds and articles, to elevate the organization's profile.
  • Participate actively in organization-wide strategic planning and leadership team meetings.
  • Mentor junior staff outside of the direct reporting line to support professional growth across the organization.
  • Support the creation of public-facing communications materials, including web content, social media campaigns, and annual reports.

Required Skills & Competencies

Hard Skills (Technical)

  • Expertise in Justice Systems: Deep substantive knowledge of the criminal legal system, civil justice system, or immigration justice system, including key policy issues and reform levers.
  • Program/Project Management: Demonstrated ability to manage complex, multi-year projects from inception to completion, using established methodologies (e.g., Gantt charts, logic models).
  • Budgeting and Financial Management: Proficiency in developing, managing, and reporting on multi-million dollar program budgets.
  • Fundraising and Grant Writing: Proven track record of securing and managing six- and seven-figure grants from private foundations and government sources.
  • Policy Analysis and Advocacy: Skill in analyzing legislation and policy, and designing and executing effective advocacy campaigns.

Education & Experience

Educational Background

Minimum Education:

  • Bachelor’s Degree in a relevant field.

Preferred Education:

  • Master’s Degree (e.g., M.P.A., M.P.P., M.S.W.) or Juris Doctor (J.D.).

  • Law / Pre-Law

Experience Requirements

Typical Experience Range:

  • A minimum of 10-12 years of progressively responsible experience in the justice reform, legal advocacy, or social justice field, including at least 5-7 years in a significant management and leadership role overseeing staff and budgets.

Preferred:

  • Lived experience with the criminal legal or immigration systems is highly valued.
  • A documented track record of successfully leading policy or advocacy campaigns that resulted in tangible systemic change.
  • Experience working in or building strong partnerships with directly impacted communities.
  • Established relationships with key stakeholders in the justice reform field, including funders, government leaders, and media.
  • Experience managing a remote or hybrid team across different geographies.
