Core Responsibilities

Primary Functions

  • Process, assess, and determine a wide variety of complex license applications (e.g., alcohol, taxi, gambling, street trading) against statutory requirements, council policies, and established criteria.
  • Provide expert, comprehensive advice and guidance to applicants, businesses, legal representatives, and the general public on all aspects of licensing legislation, policies, and application procedures.
  • Interpret and apply intricate national and local legislation, regulations, and conditions, ensuring all decisions are legally sound and defensible.
  • Conduct thorough site inspections and compliance audits of licensed premises to verify adherence to license conditions, operational standards, and public safety obligations.
  • Investigate complaints, disputes, and alleged breaches of licensing law, which includes gathering evidence, taking witness statements, and preparing detailed case files for potential enforcement action.
  • Prepare and present clear, concise, and evidence-based reports with recommendations for licensing sub-committees, panels, and other decision-making bodies.
  • Represent the licensing authority at formal hearings, committee meetings, and court proceedings, confidently presenting evidence and responding to legal challenges.
  • Act as a key liaison, fostering collaborative working relationships with external partner agencies such as the Police, Fire & Rescue Service, Environmental Health, and Trading Standards.
  • Manage a personal caseload of applications and enforcement cases, effectively prioritizing tasks to meet stringent statutory deadlines and internal service level agreements.
  • Assess the suitability of applicants through "fit and proper person" tests and other vetting procedures to safeguard public interest and safety.
  • Issue official licenses, permits, certificates, and legal notices in a timely and accurate manner following the determination of an application or enforcement action.
  • Mediate and resolve conflicts between license holders, residents, and other interested parties, aiming to find pragmatic and sustainable solutions to complex issues.
  • Draft, review, and serve formal warnings, undertakings, and enforcement notices in strict accordance with legal procedures and protocols.
  • Monitor legislative changes and case law developments, analyzing their impact on the service and providing proactive advice to senior management.
  • Lead or participate in multi-agency enforcement operations and targeted initiatives designed to promote the licensing objectives, such as preventing crime and disorder.

Secondary Functions

  • Calculate, process, and reconcile licensing fees, ensuring all financial transactions associated with applications and renewals are handled accurately.
  • Maintain meticulous and up-to-date electronic and paper-based records of all licenses, applications, inspections, and enforcement activities on the relevant database systems.
  • Contribute to the continuous review and development of licensing policies, administrative procedures, and service delivery models to enhance efficiency and effectiveness.

Educational Background
