Core Responsibilities
Primary Functions
- Manage and oversee the full lifecycle of capital improvement projects (CIP), including streets, drainage systems, water distribution, and sanitary sewer systems, from conceptualization and budgeting to design, bidding, and construction administration.
- Prepare and review complex engineering plans, technical specifications, and contract documents for a wide range of public works projects, ensuring compliance with local, state, and federal standards.
- Perform detailed technical reviews of private development plans, including subdivisions, commercial sites, and grading plans, to ensure adherence to municipal codes, zoning ordinances, and engineering best practices.
- Conduct comprehensive hydraulic and hydrologic analyses for stormwater management systems, flood control projects, and drainage improvements using industry-standard modeling software.
- Serve as the lead project manager on assigned infrastructure projects, coordinating with consultants, contractors, utility companies, and internal staff to maintain project schedules and budgets.
- Develop and maintain long-range infrastructure master plans for water, sewer, transportation, and drainage systems to guide future development and capital investments.
- Prepare accurate cost estimates, project budgets, and feasibility studies for proposed public works projects to support the annual budget and capital improvement planning process.
- Administer construction contracts, which includes processing pay requests, negotiating change orders, and resolving disputes between the municipality and contractors.
- Perform regular on-site inspections of public and private construction projects to monitor progress, ensure quality control, and verify compliance with approved plans and specifications.
- Investigate and respond to complex inquiries, concerns, and complaints from residents, elected officials, and other stakeholders regarding public infrastructure and engineering matters.

Educational Background
Minimum Education:
