Core Responsibilities

Primary Functions

  • Direct and coordinate the development and administration of the annual municipal budget, capital improvement plan (CIP), and long-range financial strategies, presenting them clearly to the Council and public.
  • Serve as the chief advisor to the Mayor and Council, providing professional recommendations, comprehensive reports, and objective analysis on policy matters, operational issues, and strategic initiatives.
  • Implement all policies, ordinances, resolutions, and directives established by the governing body, ensuring they are executed efficiently, effectively, and in accordance with applicable laws.
  • Exercise full line-management authority over all municipal departments, including public works, finance, public safety, community development, and parks and recreation, through the supervision of department heads.
  • Foster a culture of high performance, accountability, and continuous improvement throughout the organization, promoting professional development and staff morale.
  • Lead the municipality's economic development efforts by attracting and retaining businesses, managing development projects, and fostering a vibrant local economy.
  • Represent the municipality in negotiations with employee bargaining units, overseeing labor relations, collective bargaining agreements, and personnel policy administration.
  • Ensure all municipal operations are conducted in strict compliance with federal, state, and local laws, regulations, and ethical standards.
  • Act as the primary liaison between the municipal administration and the community, responding to and resolving complex and sensitive citizen inquiries, concerns, and complaints with tact and professionalism.
  • Oversee the management of major infrastructure projects, from planning and funding through construction and completion, ensuring they are delivered on time and within budget.
  • Manage intergovernmental relations by building and maintaining effective working relationships with officials from other local, regional, state, and federal agencies.
  • Direct the preparation of comprehensive agendas, background materials, and reports for all Council meetings, and attend all such meetings to provide information and support.
  • Champion and direct the development of long-range strategic plans that address community needs and position the municipality for future growth and sustainability.
  • Oversee the administration of the municipality's human resources functions, including recruitment, selection, compensation, discipline, and performance management.
  • Negotiate and administer complex contracts, franchises, and agreements with vendors, developers, community partners, and other external entities.
  • Lead the municipality’s emergency management and preparedness planning, coordinating responses to natural disasters and other crises to ensure public safety and business continuity.
  • Proactively identify and pursue grant funding opportunities and alternative revenue sources to support municipal programs and reduce the burden on local taxpayers.
  • Promote transparency in government by ensuring public records are accessible and that information regarding municipal operations and decisions is communicated clearly to the public and media.
  • Guide the development and application of technology and innovation to improve the efficiency and effectiveness of government services for residents and businesses.
  • Manage the acquisition, maintenance, and strategic disposal of all municipal property, vehicles, and capital assets.

Education & Experience

Educational Background

Minimum Education:

A Bachelor's Degree from an accredited college or university.

Preferred Education:

A Master’s Degree in Public Administration (MPA), Public Policy (MPP), Business Administration (MBA), or a closely related field is strongly preferred.

Experience Requirements

Typical Experience Range:

The International City/County Management Association Credentialed Manager (ICMA-CM) designation is highly desirable.
