Core Responsibilities

Primary Functions

  • Perform comprehensive radiological and chemical characterization of low-level (LLW), mixed low-level (MLLW), transuranic (TRU), and other radioactive waste streams to ensure accurate classification.
  • Develop, review, and maintain rigorous Waste Profile Sheets (WPS) and other characterization documentation required for disposal facility acceptance.
  • Interpret and ensure strict compliance with federal and state regulations, including Department of Energy (DOE) Orders, Nuclear Regulatory Commission (NRC) regulations (10 CFR Part 61, 20), EPA rules (40 CFR), and DOT shipping requirements (49 CFR).
  • Act as a technical interface with disposal facilities (e.g., WIPP, NNSS, commercial sites), ensuring all generated waste streams meet their specific Waste Acceptance Criteria (WAC).
  • Analyze complex datasets from sampling, laboratory analysis, and process knowledge to establish the final physical, chemical, and radiological properties of waste containers.
  • Author and maintain the technical basis documents that support waste classification, characterization methods, and process knowledge determinations.
  • Conduct detailed radionuclide scaling factor analyses, dose-to-curie calculations, and activity assessments for waste packages using approved methodologies and software.
  • Provide direct technical support to field operations personnel on proper waste segregation, packaging, and labeling techniques to prevent non-conformances.
  • Manage and maintain the site’s radioactive waste inventory database, ensuring data integrity, tracking container movements, and generating compliance reports.
  • Review and validate analytical data packages from both on-site and off-site laboratories to confirm quality assurance and usability for characterization.
  • Lead the resolution of non-conforming waste items by investigating root causes and developing technically sound, compliant disposition pathways.
  • Prepare and submit waste certification packages, serving as the primary point of contact for resolving any technical inquiries from regulators or disposal site operators.
  • Develop and deliver training to site personnel on waste management procedures, regulatory drivers, and best practices for waste generation.
  • Support waste transportation and logistics by providing required shipping paper information, technical specifications, and compliance verification.
  • Utilize computer codes and industry software (e.g., WEMS, eMWaste, Radman) for waste tracking, characterization, and performance assessment modeling.
  • Conduct regular trend analysis of waste generation data to identify opportunities for waste minimization, process optimization, and cost reduction.
  • Prepare and present detailed technical reports, program health updates, and compliance summaries to senior management, clients, and regulatory bodies.
  • Participate in and provide subject matter expertise during internal and external audits, assessments, and inspections of the waste management program.
  • Author, revise, and technically justify site-level procedures and work instructions for waste handling, characterization, and certification.
  • Collaborate with engineering and decommissioning projects to forecast waste volumes and types, and to proactively develop compliant disposition strategies.

Required Skills & Competencies

Hard Skills (Technical)

  • Waste Characterization: Deep understanding of radiological, chemical, and physical characterization techniques for various waste forms.
  • Regulatory Interpretation: Expertise in interpreting and applying NRC, DOE, EPA, and DOT regulations pertinent to radioactive waste management (e.g., 10 CFR 61, 49 CFR 173, 40 CFR 261).
  • WAC Application: Proven ability to read, interpret, and apply complex Waste Acceptance Criteria (WAC) from multiple government and commercial disposal facilities.
  • Data Analysis & Modeling: Proficiency in analyzing large datasets, performing statistical analysis, and using software for dose/activity calculations and radionuclide scaling.
  • Technical Writing: Exceptional ability to author clear, concise, and defensible technical documents, including procedures, reports, and regulatory submittals.
  • Waste Management Software: Experience with industry-standard waste tracking and characterization software (e.g., WEMS, E-MWaste, Radmanâ„¢).
  • Radiological Principles: Solid foundation in health physics, radiation detection principles, and dose assessment.
  • Database Management: Competency in managing and querying databases (SQL proficiency is a strong plus) to maintain accurate waste inventories.
  • Assay Technologies: Familiarity with the principles of Non-Destructive Assay (NDA) and Destructive Assay (DA) systems and the interpretation of their results.
  • Project Management: Ability to manage multiple tasks, set priorities, and drive technical projects to completion on schedule.

Education & Experience

Educational Background

Minimum Education:

A Bachelor of Science (B.S.) degree from an accredited university is required.

Experience Requirements

Typical Experience Range:

2-10 years of progressive experience in radioactive waste management, environmental compliance, health physics, or a directly related role within the nuclear or environmental sector.

Preferred:

  • Direct experience working within the Department of Energy (DOE) complex, for a commercial nuclear utility, or for a nuclear fuel cycle facility.
  • Experience with TRU waste characterization and certification for the Waste Isolation Pilot Plant (WIPP).
  • Professional certifications such as Certified Health Physicist (CHP) or Professional Engineer (PE) are highly desirable.
