Core Responsibilities

Primary Functions

  • Lead and manage all daily operating room operations across assigned service lines, ensuring safe, timely, and high‑quality perioperative care while meeting volume and productivity targets.
  • Develop, implement, and maintain OR staffing models (RNs, surgical techs, anesthesia techs, circulating staff) to align workforce levels with case mix, block schedule, on‑call needs, and budgetary constraints.
  • Oversee scheduling and block utilization processes in collaboration with surgeons and anesthesia, optimizing case sequencing, turnover, and first‑case on‑time starts to maximize OR throughput.
  • Create, monitor, and report on key performance indicators (KPIs) including case volume, OR turnover time, on‑time starts, cancellation rates, patient wait times, and utilization; use data to drive continuous improvement initiatives.
  • Manage operating room budgets including labor, supplies, implant costs, service contracts, and capital requests; forecast expenditures and identify cost‑avoidance opportunities without compromising clinical quality.
  • Ensure compliance with accreditation, regulatory, and safety standards (TJC, CMS, OSHA, AORN guidance, state boards) by developing policies, conducting audits, and coordinating corrective actions.
  • Maintain and improve infection prevention practices and sterile technique across perioperative services; collaborate with Infection Prevention to investigate SSI trends and implement mitigation measures.
  • Provide clinical leadership and oversight of perioperative nursing practice, instrumentation management, scrub and circulating processes, and sterile processing coordination to ensure competency and best practice adherence.
  • Drive vendor and implant management strategy including contracting, value analysis, preference cards, consignment inventory, and reconciliation processes to control costs and ensure supply availability.
  • Oversee equipment lifecycle management: acquisition, preventive maintenance, user training, incident reporting, and timely repair to minimize downtime and patient safety risk.
  • Lead onboarding, orientation and competency assessment programs for new perioperative staff and allied personnel; develop ongoing education, mentorship, and professional development plans.
  • Coach, evaluate, and manage staff performance through regular feedback, performance appraisals, progressive discipline, and talent development to build a high‑performing perioperative team.
  • Manage day‑of‑surgery patient flow across pre‑op, OR, PACU and discharge areas, proactively resolving bottlenecks, coordinating bed flow, and collaborating with bed management and case management teams.
  • Serve as the primary operational liaison with surgeons, anesthesiologists, interventionalists, and department chairs to align clinical schedules, resolve conflicts, and support service line growth.
  • Facilitate multidisciplinary huddles, debriefs, and morbidity & mortality reviews; lead root cause analyses for adverse events, near misses, and sentinel events and ensure implementation of action plans.
  • Develop and maintain comprehensive OR policies, procedures, and standard work in line with evidence‑based perioperative standards and organizational quality initiatives.
  • Coordinate and lead surgical services capital planning and project management activities for OR renovations, expansions, new technology implementation, and construction mitigation planning.
  • Ensure accurate and compliant documentation practices in the electronic medical record (EMR) including perioperative documentation, instrument counts, and surgical procedure notes; partner with Health IT for EMR optimizations (e.g., Epic OpTime, Cerner).
  • Lead or participate in performance improvement projects such as Lean, Six Sigma, or value‑based care initiatives targeting decreases in length of stay, cancellations, implant cost reduction, and improved patient experience.
  • Manage on‑call scheduling, emergency case response protocols and disaster preparedness for the OR to ensure continuous readiness for urgent and emergent surgical care.
  • Oversee credentialing and privileging coordination for surgical staff and ensure all clinical providers maintain active licensure, certifications (e.g., CNOR), and competency documentation.
  • Negotiate and manage service contracts with third‑party vendors (biomed, sterile processing equipment, instrument repair) and monitor vendor performance and compliance with hospital policies.
  • Prepare executive summaries, variance reports, and board‑level presentations on OR performance, financials, quality metrics, and strategic initiatives to hospital leadership.
  • Ensure patient and family‑centered care practices in the OR environment, addressing patient experience feedback, consent and education processes, and cultural sensitivity during perioperative encounters.

Secondary Functions

  • Produce routine and ad‑hoc operational reports (volume, staffing, supply usage, case mix) and collaborate with analytics teams to refine reporting and forecasting.
  • Support hospital‑wide initiatives such as infection control campaigns, patient safety programs, and clinical integration across surgical and ambulatory settings.
  • Participate on interdisciplinary committees (quality, safety, pharmacy & therapeutics, value analysis, capital planning) to represent perioperative needs and influence cross‑departmental decisions.

Required Skills & Competencies

Education & Experience

Educational Background

Minimum Education:

  • Bachelor of Science in Nursing (BSN) or Bachelor’s degree in Healthcare Administration, Business, or related field. Active RN license required for clinical managers.

Preferred Education:

  • Master’s degree (MSN, MHA, MBA or MPH) or graduate certificate in Healthcare Leadership, Nursing Administration, or Business Management.

Experience Requirements
