Core Responsibilities

Primary Functions

  1. Develop and implement comprehensive outreach strategies and annual outreach plans that align with organizational goals, prioritize target audiences, and specify measurable objectives and tactics for community engagement, partner cultivation, and volunteer recruitment.
  2. Identify, research, and cultivate strategic partnerships with community-based organizations, schools, faith groups, businesses, and public agencies; negotiate memoranda of understanding, coordinate joint activities, and steward partner relationships to expand program reach.
  3. Plan, coordinate, and execute a portfolio of in-person and virtual events — including workshops, tabling, community forums, trainings, fundraising events, and information sessions — managing logistics, vendor contracts, permits, volunteer staffing, accessibility accommodations, and post-event follow-up.
  4. Design and implement targeted digital outreach campaigns across social media, email, website, and paid digital channels; develop editorial calendars, craft audience-specific messaging, and optimize content for engagement and conversions.
  5. Manage the organization’s CRM (e.g., Salesforce, Raiser’s Edge, HubSpot) to onboard, segment, and maintain outreach lists, track contact interactions, record volunteer hours, log partner engagement, and generate reports used by program and development teams.
  6. Recruit, onboard, train, and supervise volunteers and community ambassadors for outreach activities; create role descriptions, training materials, shift schedules, recognition programs, and performance feedback to sustain volunteer capacity and retention.
  7. Serve as a public-facing representative at community meetings, outreach events, coalition gatherings, and media interviews; present program information, gather community input, and escalate issues or emerging needs to program leadership.
  8. Produce persuasive outreach materials — flyers, presentations, email templates, social posts, newsletters, toolkits, and talking points — tailored to diverse audiences and optimized for readability, accessibility, and search visibility.

  10. Develop and execute email marketing campaigns (segmenting lists, A/B testing subject lines, setting automation workflows) to nurture leads, convert interest into action, and increase attendance or donations.
  11. Coordinate cross-functional collaboration with program teams, communications, development, and operations to ensure outreach activities support program delivery, fundraising timelines, and brand consistency.
  12. Support grant applications and donor reports by providing outreach data, narratives, community stories, attendance figures, and partner letters of support that demonstrate program reach and impact.
  13. Maintain up-to-date outreach budgets; prepare cost estimates for events and campaigns, process purchase orders and reimbursements, and work with finance to ensure expenditures align with program budgets.
  14. Implement culturally responsive and equity-centered outreach practices by tailoring materials and strategies for underserved and multilingual communities, conducting outreach in multiple languages when required, and soliciting community feedback to improve accessibility.
  15. Monitor community and stakeholder feedback, intake inquiries, and referral requests; triage and route inquiries to appropriate program staff, and follow up to ensure timely resolution and high-quality customer service.
  16. Develop and maintain a library of outreach assets, brand-compliant templates, media kits, and resource lists to streamline campaign execution and ensure consistent messaging across channels.
  17. Manage media outreach and earned-media opportunities by drafting press releases, pitching stories to local outlets, coordinating interviews, and maintaining a media contact database to amplify program stories and achievements.
  18. Use data-driven segmentation and targeting to refine outreach outreach lists, prioritize high-value contacts, and tailor messaging for maximum conversion (e.g., volunteers to program leaders, prospects to donors).
  19. Conduct regular community needs assessments, focus groups, and stakeholder interviews to gather qualitative insights that inform outreach priorities, program design, and partnership opportunities.
  20. Ensure compliance with privacy and data protection policies (e.g., opt-ins, consent forms, data retention schedules) when collecting, storing, and using contact and volunteer data.
  21. Create and maintain outreach timelines and project plans using project management tools (Asana, Trello, or similar) to coordinate deadlines, dependencies, and resource allocations across multiple campaigns.
  22. Measure and iteratively improve outreach workflows by documenting standard operating procedures (SOPs), conducting after-action reviews post-events, and implementing process improvements to increase efficiency and impact.
  23. Provide training and capacity building for program staff and partners on outreach best practices, messaging, use of CRM systems, and community engagement techniques to ensure consistency and sustainability.
  24. Actively seek and secure in-kind support, sponsorships, and community resources (venues, food, materials) to reduce outreach costs and expand program reach.

Educational Background

Minimum Education:

Preferred Education:

  • Bachelor’s degree plus professional certification or coursework in community engagement, digital marketing, or project management (e.g., Google Analytics, HubSpot Academy, PMP fundamentals).
  • Master’s degree in Public Administration, Social Work, Public Health, or related field for senior or specialized roles.

Experience Requirements
