Primary Functions

  • Serve as the primary front-line point of contact for the public, contractors, developers, and engineers, providing detailed information regarding permit application processes, requirements, and status inquiries via phone, email, and in-person counter interactions.
  • Conduct comprehensive reviews of complex permit applications, construction plans, and a wide range of supporting documentation for completeness, accuracy, and adherence to local zoning ordinances, building codes, and other applicable land use regulations.
  • Accurately calculate, assess, and collect a variety of fees, including permit application fees, plan review fees, and system impact fees, ensuring precise financial transactions and meticulous record-keeping.
  • Coordinate the intricate interdepartmental plan review process by systematically routing plans and applications to relevant departments such as Planning, Engineering, Public Works, and Fire for their specialized review, comment, and approval.
  • Issue a diverse range of permits—including building, plumbing, electrical, mechanical, and land use permits—upon final verification of compliance and documented approval from all required reviewing parties.
  • Maintain and meticulously update the permit tracking system database with all application details, review comments, inspection results, and official correspondence to ensure a complete, accurate, and transparent public record.
  • Provide clear and technical guidance to homeowners, architects, and builders regarding specific code requirements, procedural matters, and potential compliance issues identified during the plan review stage.
  • Conduct thorough research of property history, zoning designations, previous permit records, and applicable ordinances to resolve complex application issues and ensure consistent regulatory enforcement.
  • Prepare and issue official notices of violation or correction letters when non-compliance with codes or ordinances is identified in submitted plans, compelling applicants to address deficiencies.
  • Manage the scheduling and coordination of required inspections between building inspectors and permit holders, ensuring a logical and efficient workflow from permit issuance through project completion.
  • Proactively assist applicants in navigating the often-complex regulatory landscape, offering clear, actionable guidance on how to correct deficiencies in their applications to successfully achieve compliance.
  • Manage the archival, maintenance, and retrieval of official records, plans, and permits in both digital and physical formats in strict accordance with public records retention policies and laws.
  • Process and issue official Certificates of Occupancy or Certificates of Completion upon successful final inspection and verification that all permit conditions and requirements have been satisfied.
  • Collaborate closely with Code Enforcement Officers by providing them with permit data, historical documentation, and necessary reports to support investigations into unpermitted construction or other code violations.
  • Reconcile daily financial transactions and deposits related to permit fees and prepare detailed summary reports for the finance department, ensuring full fiscal accountability.
  • Remain current with frequent changes and updates to local, state, and federal building codes, zoning laws, and land use regulations through continuous training, seminars, and professional development activities.
  • Respond to formal public records requests related to permits, property information, and development activity in a timely and accurate manner, adhering to all legal requirements.
  • Participate in and provide staff support for pre-application meetings, offering preliminary feedback and procedural guidance to applicants on large-scale or complex development projects prior to formal submission.
  • Develop, update, and maintain a library of informational materials, application checklists, and website content designed to educate the public and streamline the permit application experience.
  • Address and skillfully mediate conflicts or disputes between applicants, staff, and the public concerning permit decisions and code interpretations with a high degree of professionalism and tact.

Experience Requirements
