Core Responsibilities
Primary Functions
- Develop and execute long-range strategic plans and operational policies to enhance efficiency, reduce costs, and improve service quality across the entire postal network.
- Hold full P&L responsibility for all postal operations, including developing annual budgets, forecasting revenue and expenses, and implementing rigorous financial controls to meet or exceed fiscal targets.
- Direct all facets of mail processing, sorting, transportation, and delivery operations, ensuring timely and accurate service in compliance with all applicable federal, state, and USPS regulations.
- Lead, mentor, and develop a large, multi-layered management team, fostering a culture of accountability, continuous improvement, high performance, and employee engagement.
- Champion and oversee the implementation of new technologies, automation systems, and software solutions to modernize postal operations and create competitive advantages.
- Establish, monitor, and report on key performance indicators (KPIs) for service quality, productivity, safety, and financial performance, using data to drive decision-making and operational adjustments.
- Direct network and logistics optimization initiatives, including transportation routing, facility layout, and resource allocation to maximize throughput and minimize operational costs.
- Oversee all aspects of compliance, including maintaining deep knowledge of USPS Domestic Mail Manual (DMM) regulations, international shipping laws, and workplace safety (OSHA) standards.

- Lead labor relations strategies, including participating in contract negotiations with unions and managing grievance procedures to maintain a stable and productive workforce.
- Develop and enforce robust security protocols and loss prevention programs to protect mail, assets, and personnel across all facilities and transit points.
- Spearhead change management initiatives, effectively communicating strategic shifts and process improvements to all levels of the organization to ensure smooth transitions and buy-in.
- Drive a customer-centric culture by establishing and maintaining high standards for customer service and implementing effective issue resolution processes.
Secondary Functions
