Core Responsibilities

Primary Functions

  • Conducts comprehensive traffic impact assessments (TIAs) for proposed residential, commercial, and mixed-use developments, evaluating their effect on the surrounding road network.
  • Develops, calibrates, and utilizes macroscopic, mesoscopic, and microscopic traffic simulation models (using software like Vissim, SIDRA, Aimsun, or Synchro) to analyze network performance and test alternative scenarios.
  • Designs and optimizes traffic signal timing and coordination plans for arterial corridors and complex intersections to improve traffic flow and reduce delays.
  • Prepares detailed geometric designs for roadways, intersections, roundabouts, and interchanges using CAD and civil design software, ensuring compliance with local, state, and federal standards.
  • Performs comprehensive road safety audits (RSAs) on existing and proposed transportation facilities to identify potential hazards and recommend countermeasures.
  • Manages and analyzes large datasets from traffic counts, GPS, and other sources to understand travel patterns, identify trends, and inform planning decisions.
  • Leads the development of active transportation plans, designing facilities for pedestrians and cyclists such as sidewalks, bike lanes, and multi-use trails.
  • Prepares and reviews signing and pavement marking plans in accordance with the Manual on Uniform Traffic Control Devices (MUTCD) and other relevant guidelines.
  • Conducts parking studies to assess supply, demand, and utilization, recommending strategies for on-street and off-street parking management.
  • Develops and evaluates Transportation Demand Management (TDM) strategies aimed at reducing single-occupancy vehicle trips and promoting alternative modes of transport.
  • Prepares technical reports, feasibility studies, and environmental impact statements, clearly documenting methodologies, findings, and recommendations.
  • Manages various stages of transportation projects, including scope definition, budget management, scheduling, and coordination with multi-disciplinary teams.
  • Engages with public and private stakeholders, including government agencies, developers, and community groups, to present project details and incorporate feedback.
  • Conducts site inspections and field investigations to gather data, assess existing conditions, and oversee the implementation of transportation projects.
  • Analyzes crash data to identify high-incident locations and patterns, developing safety improvement projects and countermeasures to reduce collisions.
  • Designs and evaluates public transport priority measures, such as bus lanes and signal priority, to improve the reliability and efficiency of transit services.
  • Ensures all designs and plans adhere to accessibility standards like the Americans with Disabilities Act (ADA) to provide equitable access for all users.
  • Stays current with emerging technologies and best practices in the transportation field, including intelligent transportation systems (ITS), connected vehicles, and autonomous mobility.
  • Prepares construction cost estimates and project specifications for transportation infrastructure improvements.
  • Reviews and provides expert commentary on transportation plans and designs submitted by third-party consultants or developers.

Required Skills & Competencies

Hard Skills (Technical)

  • Traffic Modeling Software: Proficiency in industry-standard traffic analysis and simulation software such as Vissim, Visum, Synchro/SimTraffic, SIDRA Intersection, or Aimsun.
  • CAD & Civil Design Software: Strong skills in AutoCAD, Civil 3D, or MicroStation for preparing detailed engineering drawings and geometric designs.

Educational Background

Minimum Education:

  • Professional Engineer (PE) license or Engineer in Training (EIT) certification with the ability to obtain a PE license.
  • Certifications such as Professional Traffic Operations Engineer (PTOE) or Road Safety Professional (RSP).
