Core Responsibilities
Primary Functions
- Plan, develop and maintain comprehensive unit deployment plans and timelines (deployment orders, movement schedules, staging, and port call planning) to ensure on-time mobilization and demobilization for all assigned personnel and equipment.
- Lead end-to-end deployment execution: coordinate transportation (air, land, sea), customs, host-nation clearance, and terminal operations with movement control, supporting commands, and commercial carriers to move personnel and equipment safely and on schedule.
- Validate personnel readiness and accountability (medical, dental, legal, security clearances, immunizations, ID/CAC, passports/visas) and coordinate with PERSCO, HRA, and medical assets to clear or remediate deployment flags.
- Maintain positive control of unit property and equipment shipments, reconcile hand receipts, generate packing lists, prepare/load plans, and ensure equipment is serviceable, properly serialized, and documented for onward movement.
- Coordinate pre-deployment training, rehearsals, and briefings (readiness briefs, risk and safety briefings, rules of engagement, cultural awareness) to ensure personnel understand deployment expectations and operational tasks.
- Create, update, and publish deployment orders, movement instructions, manifests, and status reports for higher HQ and supporting agencies using approved formats and STAMIS tools.
- Serve as the primary liaison for higher headquarters, movement control, surface/air terminal operators, port authorities, contract carriers, and interagency partners to resolve movement conflicts and bottlenecks.
- Enforce and apply relevant policy, regulations, and standards (DoD/Service deployment regulations, customs, hazardous material rules) and ensure all deployment actions are documented and auditable.
- Monitor and report deployment readiness metrics (personnel readiness percentages, equipment availability, training completion, movement milestones) and provide regular briefings to command leadership.
- Implement and manage risk mitigation and contingency plans for movement delays, equipment failures, medical emergencies, or changes to mission timelines.
- Supervise and mentor deployment team members and cross-functional liaisons, assign tasks, inspect work products, and enforce timelines and quality standards.
- Reconcile movement discrepancies, investigate losses or damage during transit, complete required documentation (property loss reports, DD 200), and coordinate corrective action with supply and contracting.
- Coordinate financial and contractual actions associated with deployments (transportation costs, temporary duty, per diem, contingency contracting) and work with finance to validate entitlements and reimbursements.
- Maintain and operate movement and deployment information systems (e.g., GATES, TC-AIMS II, PAX, unit STAMIS entries) to track movement status and provide accurate, real-time situational awareness.
- Develop and maintain crosswalks and checklists for pre-deployment, deployment, and redeployment processes to standardize unit readiness procedures and reduce processing errors.
- Conduct post-deployment after-action reviews (AARs), capture lessons learned, update SOPs, and implement continuous process improvements to increase deployment effectiveness and efficiency.
- Coordinate medical evacuation plans, pre-deployment medical clearance processing, and casualty reporting procedures in concert with medical and casualty affairs personnel.
- Ensure force protection and security measures are integrated into deployment plans, including vetting of contractors, secure movement routes, and protective escorts as required.
- Negotiate and coordinate lift capacity and scheduling with transportation providers and movement control teams to optimize loads, reduce backhauls, and manage limited air/sea/land resources.
- Validate and sign movement manifests and load plans prior to equipment/vehicle departure to ensure accuracy, accountability, and regulatory compliance.
- Maintain and distribute comprehensive deployment documentation packages to include manifests, packing lists, orders, training records, and regulatory compliance records for deployment audits.
- Coordinate host-nation requirements, customs clearances, and regulatory paperwork to prevent delays at transshipment points and final destinations.
- Execute phased redeployment and reintegration plans, manage the return of equipment and personnel, track post-deployment maintenance needs, and ensure demobilization compliance and documentation.
- Support humanitarian assistance or contingency operations by tailoring deployment processes to accelerated timelines while ensuring personnel and equipment accountability and safety.
- Forecast resource requirements for future deployments (transportation lift, storage, spare parts, personnel augmentation) and advise leadership on readiness gaps and resourcing options.

Education & Experience
Educational Background
Minimum Education:
High school diploma or equivalent; military experience demonstrating deployment and logistics competence is acceptable in lieu of formal degree.
Preferred Education:
Bachelor’s degree in Logistics, Supply Chain Management, Business Administration, Project Management, Homeland Security, or related field; or equivalent military education and training.
