Core Responsibilities

Primary Functions

  • Develop, maintain, and deliver unit-specific training programs, lesson plans, standard operating procedures (SOPs), and performance checklists that align with organizational goals, regulatory requirements, and mission-critical tasks.
  • Conduct comprehensive training needs analyses by observing unit operations, interviewing supervisors, reviewing performance metrics, and analyzing incident reports to prioritize curriculum development and remediation.
  • Design and update competency-based curricula using adult-learning principles, creating blended learning pathways (classroom, hands-on, e-learning, simulation) to maximize retention and transfer of skills to the job.
  • Facilitate classroom instruction, hands-on practical exercises, live demonstrations, and realistic simulations that reinforce procedures, safety protocols, and situational decision making for diverse learner groups.
  • Serve as the primary instructor for initial onboarding, recurrent certification, and qualification training cycles; plan and execute training calendars to ensure all personnel meet mandatory training timelines.
  • Administer, configure, and manage the Learning Management System (LMS) to enroll participants, assign modules, track completions, generate compliance reports, and store training records per audit requirements.
  • Create and maintain performance assessments, practical examinations, and scenario-based evaluations; objectively grade and provide documented feedback to learners and supervisors on readiness and gaps.
  • Implement remediation and individualized coaching plans for personnel who do not meet performance standards; use targeted exercises, mentoring, and follow-up evaluations to close capability gaps.
  • Partner with unit leadership to translate operational goals into measurable training objectives and collaborate on workforce planning to align training capacity with unit tempo and deployment schedules.
  • Develop multimedia training content (job aids, step-by-step procedures, quick reference cards, video demonstrations) that supports just-in-time learning and reduces on-the-job errors.
  • Evaluate training effectiveness through Kirkpatrick-style measurement (reaction, learning, behavior, results), pre/post assessments, on-the-job performance metrics, and follow-up audits; prepare written training effectiveness reports for stakeholders.
  • Lead continuous improvement initiatives for the training program by analyzing training data, after-action reviews, and learner feedback to streamline curricula and improve skill acquisition rates.
  • Coordinate logistics for training events including scheduling, classroom or range setup, training materials, equipment, safety risk assessments, and external vendor facilitation when required.
  • Maintain accurate and audit-ready training documentation, certification records, and competency matrices; ensure compliance with regulatory, contractual, and internal policy training requirements.
  • Act as a subject matter expert (SME) for unit tactics, techniques, procedures, or technical systems; update training to reflect changes in equipment, software, or operational doctrine.
  • Facilitate cross-training and multi-skill development to increase unit flexibility and resilience; design rotational training to prepare personnel for surge requirements and fill critical capability gaps.
  • Mentor and coach junior trainers and instructors; provide guidance on instructional best practices, classroom management, assessment techniques, and adult learning theory application.
  • Develop and implement safety and risk mitigation protocols for live training scenarios; conduct risk briefs, after-action safety debriefs, and corrective actions following incidents or near-misses.
  • Manage training budgets and resource allocation for materials, simulators, ranges, and third-party training contracts while ensuring cost-effective training delivery and utilization of existing assets.
  • Build and maintain relationships with cross-functional partners—operations, HR, safety, technical support, and external training vendors—to align program content, certification standards, and development pathways.
  • Lead or support accreditation and certification processes, external audits, and compliance reviews; prepare documentation and brief leadership on findings and corrective action plans.
  • Incorporate data-driven insights by tracking key training KPIs (pass rates, time-to-proficiency, recurring error rates, absenteeism impact) and using those metrics to inform curriculum and scheduling decisions.
  • Design and run train-the-trainer programs to expand internal instructional capacity and ensure consistent delivery, assessment, and recordkeeping across multiple instructors and shifts.
  • Stay current with industry best practices, instructional technologies, and regulatory changes; proactively recommend updates to training policies, tools, and methods to leadership.

Secondary Functions

  • Support cross-functional initiatives by providing training input to new program rollouts, system upgrades, and process redesigns.

  • Maintain a training resource library and knowledge base for the unit, ensuring materials are version-controlled, accessible, and searchable for instructors and learners.

Education & Experience

Educational Background

Minimum Education:

  • High school diploma or GED required.

Preferred Education:

Experience Requirements

Typical Experience Range:

  • 5+ years as a trainer or SME with documented experience in curriculum development, LMS administration, and measurable improvements in learner performance or readiness. Certifications such as CPTD (Certified Professional in Talent Development), ATD certification, or equivalent instructional design credentials are a plus. Practical experience with live-scenario facilitation, safety-critical training, or operational unit readiness programs is highly desirable.
