Core Responsibilities

Primary Functions

  1. Lead and oversee all functions of the Registrar’s Office, including student records management, academic record accuracy, transcripts, enrollment verification, graduation certification, and diploma production, ensuring institutional policies and regulatory requirements are met.
  2. Manage and serve as the institutional subject matter expert for the student information system (SIS) — e.g., Ellucian Banner, Colleague, PeopleSoft, or Workday Student — including system configuration, upgrades, integrations, security roles, and ongoing vendor relationship management.
  3. Ensure FERPA and other privacy regulations are fully implemented across transcript processing, records release, and electronic records access; design and enforce data governance and access controls to protect student information.
  4. Direct the academic registration lifecycle: schedule development, course catalog maintenance, registration setup, drop/add periods, waitlist management, and enrollment reporting to maximize student access and institutional revenue.
  5. Oversee degree audit and graduation clearance processes (DegreeWorks or equivalent), making final decisions on degree requirements, exceptions, substitutions, and certification for commencement.
  6. Coordinate commencement planning, diploma ordering, ceremony logistics, and degree conferral workflows to ensure timely conferral and accurate historical records.
  7. Produce accurate, timely institutional and state/federal compliance reports (IPEDS, state higher education reporting, Title IV audits), partnering with Institutional Research and Finance to deliver audit-ready data.
  8. Develop, maintain, and interpret academic policies in partnership with academic leadership and faculty governance bodies; advise on policy changes, appeals, petitions, and academic standing cases.
  9. Supervise, mentor, and develop Registrar’s Office staff; set performance goals, conduct evaluations, and steward professional development to build a high-performing team.
  10. Lead cross-functional projects with Admissions, Financial Aid, Advising, Bursar, and IT to streamline enrollment, retention, billing, and graduation outcomes through process reengineering and SIS optimization.
  11. Design and implement quality control processes for transcript verification, records retention and disposal (records retention schedule), and archival procedures to maintain institutional integrity.
  12. Establish and manage reporting dashboards, KPIs, and analytics for registration trends, time-to-degree, completion rates, and enrollment forecasts to inform institutional strategy and resource allocation.
  13. Respond to and adjudicate complex student record requests, registration exceptions, grade changes, and retroactive enrollment petitions in a timely, consistent, and policy-compliant manner.
  14. Lead system implementation and upgrades for the Registrar function (SIS migrations, Degree Audit enhancements, e-transcript services), developing project plans, testing strategies, stakeholder communication, and training.
  15. Manage Registrar office budget, procurement for recordkeeping systems, and vendor contracts; prioritize investments that enhance student service and operational efficiency.
  16. Create and deliver training, documentation, and communication for faculty, staff, and students on registration procedures, grading policy, transcript ordering, and degree requirements.
  17. Oversee transcript services, including production, authentication, electronic delivery, and third-party verifications, ensuring accuracy and rapid turnaround for student and employer requests.
  18. Maintain academic schedule integrity by collaborating with deans and department chairs to ensure course offerings align with program maps, capacity constraints, and accreditation standards.
  19. Serve as a primary institutional representative for accreditation reviews related to academic records, catalog policies, student learning outcomes reporting, and administrative processes.
  20. Establish and continuously improve customer service standards for the Registrar’s Office, implementing service level agreements, online self-service tools, and multi-channel support to enhance the student experience.
  21. Implement and enforce records retention and data archival policies in compliance with state records laws, accreditation requirements, and institutional risk management practices.
  22. Analyze operational workflows and apply Lean/Six Sigma or continuous improvement methodologies to reduce bottlenecks in registration, transcript processing, and graduation workflows.
  23. Provide leadership during audits, investigations, and compliance reviews; prepare documentation, respond to findings, and implement corrective action plans.
  24. Partner with Enrollment Management and Academic Affairs to support recruitment, retention and graduation initiatives, contributing Registrar data and expertise to student success strategies.
  25. Maintain awareness of higher education trends, national best practices, and regulatory changes affecting academic records and registration; represent the institution in professional associations (e.g., AACRAO).

  • Support ad-hoc reporting requests and custom data extracts for academic departments, institutional research, and external agencies while ensuring data integrity and FERPA compliance.
  • Serve on institutional committees (academic calendar, curriculum committee, technology governance) to represent Registrar perspectives and ensure alignment with registration and records processes.

Required Skills & Competencies

Hard Skills (Technical)

  • Expertise with Student Information Systems (SIS) — Ellucian Banner/Colleague, PeopleSoft, Workday Student, or similar; experience configuring modules, security roles, and integrations.
  • Degree audit and graduation certification experience (DegreeWorks or equivalent) with the ability to design and maintain complex requirement rules and exception workflows.

  • Experience managing commencement operations, diploma ordering, conferral processes, and third-party verifications.
  • Project management competency for system implementations, upgrades, and process redesigns; experience with Agile or traditional PM frameworks.
  • Records retention and archival policy development knowledge, and experience with electronic document management systems (EDMS).
  • Budget planning and contract/vendor management experience related to enterprise systems, services, and third-party suppliers.
  • Accreditation reporting support and familiarity with common accreditation standards as they relate to student records and academic policy.

Education & Experience

Educational Background

Minimum Education:

  • Bachelor’s degree in Higher Education Administration, Business Administration, Public Administration, Information Systems, or related field.

Preferred Education:

  • Master’s degree in Higher Education Administration, Educational Leadership, Business Administration (MBA), or related advanced degree.
  • Professional certifications such as AACRAO Institute for Professional Development credentials, Certified Registrar, or project management certification (PMP, Agile).
