Core Responsibilities

Primary Functions

  • Lead the preparation, coordination, and execution of comprehensive and neighborhood-level urban development plans, including land use studies, master plans, and redevelopment strategies that align with municipal policy goals and community priorities.

  • Monitor project performance using KPIs and performance metrics (affordable units delivered, jobs created, private investment leveraged, permitting timelines) and produce regular progress reports for senior leadership and funders.

  • Advocate for and integrate sustainability and climate adaptation measures into projects such as green infrastructure, stormwater management, energy efficiency, and increased tree canopy to meet resilience goals.
  • Facilitate interdepartmental coordination across public works, housing, economic development, parks, and environmental services to ensure cohesive delivery of complex urban projects.
  • Prepare concise, persuasive briefing materials, staff reports, and presentation decks for public hearings, planning commissions, and elected bodies to obtain approvals and funding authorizations.
  • Manage community benefits programs and affordable housing requirements, including monitoring compliance with inclusionary housing policies, coordinating subsidy layering, and ensuring long-term affordability covenants are recorded and enforced.
  • Track and interpret local, state, and federal policy changes, funding opportunities, and regulatory developments that affect development practice and provide proactive strategic guidance to the organization.

Education & Experience

Educational Background

Minimum Education:

  • Bachelor’s degree in Urban Planning, Urban Studies, Public Administration, Geography, Architecture, Civil Engineering, Real Estate, or a closely related field.

Preferred Education:

  • Master’s degree in Urban Planning (MUP), City/Regional Planning, Public Policy (MPP), Urban Design, Real Estate Development, or equivalent advanced degree.
