Core Responsibilities

Primary Functions

  • Lead the end-to-end planning and delivery of urban regeneration and mixed-use development projects, coordinating design, permitting, procurement, construction, and post-occupancy evaluation to ensure projects meet scope, timeline, budget and quality targets.
  • Develop and implement comprehensive neighborhood and district plans that integrate land use, transportation, public space, housing, economic development, and sustainability objectives consistent with municipal strategic plans.
  • Manage capital budgets and financial forecasting for multiple concurrent urban projects, prepare business cases and cost-benefit analyses, monitor expenditures, and implement corrective actions to control costs and maximize return on public investment.
  • Oversee land use controls, zoning compliance, and development approvals; draft and review planning instruments, conditional approvals, and planning reports; liaise with legal teams on covenanting, easements and land acquisitions.
  • Design and execute stakeholder and community engagement strategies, facilitating public consultations, workshops, design charrettes and advisory committees to incorporate resident and business feedback into project outcomes and improve social license.
  • Negotiate and manage complex public-private partnerships, developer agreements, joint ventures and memoranda of understanding to secure private investment, align developer contributions, and structure delivery models for mixed-income housing and infrastructure.
  • Lead multidisciplinary project teams including planners, architects, engineers, heritage specialists, environmental consultants and social policy advisors; set priorities, allocate resources, define deliverables, and ensure effective collaboration.
  • Administer contract procurement, tender processes and vendor management for consultants and contractors; evaluate bids, negotiate terms, and oversee contract compliance and performance management to ensure value for money.
  • Oversee environmental and social impact assessments (EIA/SIA), obtain permits and approvals from regulatory agencies, and implement mitigation strategies for contamination, flood risk, biodiversity, and cultural heritage constraints.
  • Drive affordable housing, inclusionary zoning and housing delivery programs by developing policy instruments, negotiating inclusionary requirements with developers, and coordinating with housing providers and social services.
  • Coordinate transportation and mobility planning for projects, including active transportation networks, transit integration, parking management and traffic impact assessments to improve accessibility and reduce congestion.
  • Implement urban design and placemaking initiatives to activate public spaces, improve streetscapes, deliver park and open-space enhancements, and ensure high-quality urban form that supports safety and vibrancy.
  • Lead climate resilience and sustainability initiatives within urban projects, including green infrastructure, energy efficiency measures, stormwater management, urban heat mitigation, and monitoring progress against municipal climate targets.
  • Identify and secure grant funding, low-interest loans or other external financing; prepare funding applications, manage reporting requirements and ensure compliance with funder conditions and performance metrics.
  • Establish monitoring and evaluation frameworks to measure project performance, neighborhood outcomes, social and economic impacts, and to generate evidence for continuous improvement and reporting to elected officials and stakeholders.
  • Manage land acquisition strategies and property asset management for redevelopment sites, including negotiations for site assembly, relocations, property valuation, and long-term portfolio optimization.
  • Oversee the preparation and presentation of planning reports, briefing notes and policy recommendations to senior management, planning commissions, and elected councils; respond to inquiries and represent projects in hearings and public forums.
  • Ensure regulatory compliance with building codes, health & safety standards, procurement rules and municipal policies; implement risk management plans and maintain robust project governance structures.
  • Drive data-driven planning by integrating GIS analysis, demographic and economic data, mobility datasets, and modeling tools into project decision-making and policy development.
  • Champion equity, diversity and inclusion across planning processes, ensuring displacement risk is minimized, vulnerable populations are engaged, and benefits are distributed equitably across communities.
  • Establish performance KPIs for teams and projects, conduct regular performance reviews, mentor staff, recruit specialized talent and foster a culture of continuous improvement, collaboration and professional development.

Secondary Functions

  • Support ad-hoc policy research, data analysis and feasibility studies to inform strategic urban initiatives and respond to council or executive information requests.
  • Contribute to the organization’s long-term urban strategy and capital investment roadmap by synthesizing project learnings, market trends and community priorities.
  • Collaborate with economic development units to align land use planning with local business attraction, workforce development and district competitiveness strategies.
  • Participate in cross-functional leadership forums, steering committees and public meetings; provide subject-matter expertise and coordinate interdepartmental input.
  • Maintain up-to-date knowledge of best practices, funding programs, technical standards and emerging technologies in urban planning, smart cities, climate adaptation and sustainable infrastructure.
  • Provide technical guidance on spatial analysis, GIS mapping and data visualization to support project reporting, public consultation materials and planning submissions.
  • Assist in emergency planning and rapid recovery planning for urban neighborhoods affected by natural disasters, unexpected infrastructure failures or public health events.
  • Act as a liaison with regional and state/provincial agencies on policy alignment, joint funding opportunities and regional infrastructure planning.
  • Prepare marketing and communications content for projects, including project web pages, newsletters, social media updates and public-facing FAQs to maintain project transparency.
  • Support procurement and contracting administration for small to medium-value engagements and help streamline procurement templates and evaluation criteria.

Education & Experience

Educational Background

Minimum Education:

  • Bachelor’s degree in Urban Planning, Urban Design, Civil Engineering, Architecture, Public Administration, Public Policy, Geography or closely related discipline.

Preferred Education:

  • Master’s degree (MUP, MSc Urban Planning, MArch, MBA in Public Administration, or similar) in urban planning, planning policy, urban design, real estate development, or public management.
