Core Responsibilities

Primary Functions

  • Lead the end-to-end delivery of urban projects from feasibility and concept design through permitting, procurement, construction, and close-out, ensuring projects meet schedule, budget and scope while aligning with municipal policy and community objectives.
  • Develop and manage comprehensive project plans, work breakdown structures, schedules (MS Project/Primavera), and cost estimates; track project performance using earned value and other project controls techniques.

  • Lead land use, zoning and regulatory analysis; prepare permit applications and supporting documentation (site plans, traffic impact assessments, environmental assessments, stormwater management plans) to obtain municipal and agency approvals.
  • Serve as primary liaison between municipal departments, utility providers, regulatory agencies, property owners, developers, and community groups; facilitate inter-agency coordination and approvals.
  • Plan, prepare and lead public engagement activities including community workshops, stakeholder meetings, public hearings and charrettes; synthesize input and incorporate equity and inclusion principles into project solutions.
  • Manage procurement activities: prepare RFPs/RFQs, evaluate proposals, administer consultant and contractor contracts, and ensure compliance with procurement policies and contract requirements.
  • Monitor construction progress and contractor performance, coordinate site inspections, manage change orders and claims, and ensure quality assurance and compliance with design specifications and safety standards.
  • Ensure projects meet environmental regulations and sustainability targets — coordinate environmental permitting, habitat assessments, mitigation plans, and incorporate green infrastructure, low-impact development and climate resilience measures.
  • Implement performance monitoring and reporting, prepare monthly/quarterly progress reports, dashboards, and presentations for internal leadership, elected officials and funding agencies.

  • Oversee acquisition and management of project-related GIS datasets, mapping, and spatial analysis to support site selection, impact assessments and decision-making.
  • Manage grant and funding programs related to urban initiatives: research funding opportunities, prepare proposals, manage compliance and reporting to funders.
  • Champion affordable housing, inclusionary zoning, and equitable development strategies as part of urban redevelopment projects; coordinate with housing and social services providers on implementation.
  • Monitor and evaluate project outcomes against established KPIs (service levels, ridership, housing units, GHG reductions, economic impact) and apply lessons learned to continuous improvement.
  • Prepare and manage project budgets, cashflow forecasts and capital expenditure reports; ensure accurate invoicing, cost tracking and financial reconciliation for projects.
  • Advocate for policy and regulatory improvements by preparing planning recommendations, policy briefs and zoning amendment proposals to enable project delivery and urban innovation.
  • Facilitate design review panels and technical advisory committees; integrate stakeholder feedback into final deliverables while maintaining project timelines.

Education & Experience

Educational Background

Minimum Education:

  • Bachelor's degree in Urban Planning, Urban Design, Civil Engineering, Architecture, Landscape Architecture, Environmental Science, or a closely related discipline.

  • Master's degree in Urban Planning, Urban Design, Public Policy, Civil Engineering or an MBA with a focus on public sector project leadership.
