Core Responsibilities

Primary Functions

  • Lead, schedule, and directly supervise multiple field crews and contractors performing street maintenance, pothole repairs, sidewalk and curb repairs, park maintenance, storm drain cleaning, and small capital improvements to ensure timely, on-budget, and code-compliant delivery of city services.
  • Develop, manage and monitor the division’s annual operating and project budgets, prepare cost estimates, track expenditures, and recommend budget adjustments to align projects and maintenance programs with fiscal constraints and city priorities.
  • Plan, prioritize, and schedule preventive maintenance and emergency response activities (snow removal, flooding, storm events, tree falls) using asset management systems and GIS to reduce service disruptions and extend infrastructure life.
  • Oversee contract administration and vendor management including preparing scopes of work, soliciting bids, evaluating proposals, negotiating terms, monitoring contractor performance, and ensuring compliance with municipal procurement policies.
  • Conduct and coordinate field inspections for construction, capital projects and utility work in the public right-of-way, documenting deficiencies, issuing corrective notices, and ensuring contractor/permit compliance with plans, codes and permits.
  • Enforce municipal codes and public works regulations by investigating complaints, issuing violation notices, coordinating abatement actions, and providing clear explanations of city ordinances to residents and stakeholders.
  • Manage project delivery from scoping and permitting through construction and closeout, including coordinating with engineering, planning, utilities, and environmental teams to resolve design and site issues that impact schedule and budget.
  • Serve as primary liaison with residents, neighborhood associations, business owners, elected officials, and interagency partners to communicate project plans, schedules, disruptions, and to incorporate community input into project decisions.
  • Lead safety and compliance programs for field operations including OSHA and local safety standards training, site safety plan implementation, incident investigation, and corrective action tracking to maintain a high standard of worker and public safety.
  • Use GIS, computerized maintenance management systems (CMMS), and mobile field data collection tools to track work orders, document asset condition, analyze service trends, and produce data-driven recommendations for prioritizing repairs and capital investments.
  • Prepare and present clear, data-backed reports, operational updates and budget status briefings to senior management, council/staff committees, and community stakeholders to support transparent decision-making.
  • Coordinate permitting reviews and approvals for private sector work in the public right-of-way, ensuring utilities, contractors and developers meet bonding, traffic control, and restoration requirements prior to issuance and final inspection sign-off.
  • Supervise recruitment, training, performance evaluations and workforce development for field personnel; develop crew training plans that include equipment operation, traffic control, customer service, and environmental compliance.
  • Operate and maintain heavy equipment inventory and fleet coordination by overseeing maintenance schedules, safety inspections, and replacement planning to minimize downtime and control lifecycle costs.
  • Implement sustainability and resilience initiatives (green stormwater infrastructure, permeable pavements, tree canopy programs, low-impact development) into maintenance and capital plans to meet municipal climate and environmental goals.
  • Monitor and enforce ADA compliance on sidewalks, curb ramps, and pedestrian crossings by coordinating remediation projects and accessibility audits to ensure equitable access throughout the community.
  • Collaborate with planning and engineering teams during plan review to identify constructability, maintenance and long-term operations impacts of proposed developments and public improvements.
  • Coordinate emergency response and continuity of operations during natural disasters and severe weather, acting as an incident commander or liaison for public works operations to restore critical services rapidly.
  • Support grant and funding strategies by helping identify eligible state and federal grants, preparing technical scopes, budgets and deliverables, and managing grant-funded project compliance and reporting.
  • Maintain accurate records, permits, as-built documentation, and project closeout packages to support capital planning, audits and future maintenance decision making.

Secondary Functions

  • Lead targeted community outreach programs for large capital projects and maintenance campaigns, preparing materials and attending public meetings to build trust and proactively address concerns.
  • Support development of department-level service level agreements (SLAs) and KPIs to measure response times, pavement condition index improvements, and customer satisfaction metrics.
  • Coordinate with traffic engineering and law enforcement to implement traffic control plans, citizen safety campaigns and temporary detours during maintenance and events.
  • Participate in interdepartmental working groups addressing urban heat island mitigation, stormwater management, and public realm improvements to align operational activities with broader municipal strategies.
  • Oversee inventory control for materials and supplies, implement just-in-time procurement practices where appropriate, and identify cost-saving opportunities through bulk purchasing or vendor renegotiation.
  • Assist in the development and roll-out of mobile workforce management tools, work order automation, and GIS-enabled service maps to increase operational efficiency and transparency.
  • Mentor junior supervisors and field staff on municipal policy, technical standards, and career development pathways to sustain institutional knowledge and leadership continuity.
  • Support emergency permitting and expedited reviews for critical repairs and utility restorations, coordinating documentation and stakeholder approvals to minimize service interruptions.

Required Skills & Competencies

Hard Skills (Technical)

  • Proven knowledge of municipal public works operations: streets, sidewalks, stormwater systems, parks, and right-of-way management.
  • Experience with GIS mapping, spatial analysis and using GIS for asset condition assessment and work planning (e.g., ArcGIS, QGIS).
  • Familiarity with Computerized Maintenance Management Systems (CMMS) and mobile fieldwork tools for scheduling, reporting and asset tracking.

Education & Experience

Educational Background

Minimum Education:

  • Bachelor's degree in Urban Planning, Civil Engineering, Construction Management, Public Administration, Environmental Science, or a closely related field; OR equivalent combination of education and progressive field experience.

Preferred Education:

  • Bachelor’s or Master’s degree with emphasis in Civil Engineering, Urban Planning, Public Works Administration, or Project Management; professional certifications (AICP, PE, CPWM) a plus.

Experience Requirements

Typical Experience Range: 3–7 years of progressively responsible field operations, project delivery, or public works experience, including at least 1–3 years in a supervisory capacity.

Preferred: 5+ years of municipal or district-level public works/urban infrastructure experience with demonstrated competence in crew supervision, capital project coordination, contract administration, and community engagement. Certifications such as OSHA 10/30, CPR/First Aid, AICP (preferred for planner-oriented roles), or Certified Public Works Supervisor (CPWS) are highly desirable.
