Core Responsibilities

Primary Functions

  • Design and produce comprehensive, competency-based training curricula for drivers, conductors, ticketing agents, vehicle technicians and operations supervisors that align with local transport regulations and international best practices.
  • Deliver instructor-led classroom sessions and practical in-vehicle coaching that teach safe driving techniques, defensive driving, passenger interaction, fare management and emergency procedures.
  • Develop modular e-learning courses, multimedia materials, and assessment tools (quizzes, OSCE-style practical checks, checklists) to support blended learning and remote upskilling of staff.
  • Conduct training needs assessments by observing operations, reviewing incident reports, interviewing supervisors and analyzing performance data to prioritize training interventions.
  • Create and maintain standardized training manuals, standard operating procedures (SOPs) and checklists for onboarding, refresher training and certification of frontline personnel.
  • Lead competency-based assessments and certification programs, including written tests, practical driving evaluations and ride-alongs to validate skill acquisition and readiness for deployment.
  • Monitor and evaluate training outcomes through key performance indicators (KPIs) such as accident rates, on-time performance, customer complaints, fuel consumption and employee retention to demonstrate impact.
  • Coach supervisors and trainers to deliver consistent on-the-job mentoring, performance feedback, and corrective action plans for sustained behavioral change.
  • Build and manage a cadre of qualified trainers and assessors: recruit, certify, mentor and quality-assure internal and contracted instructors to maintain program integrity and scalability.
  • Integrate road safety and occupational health modules into all curricula, including emergency response, passenger evacuation, customer service for vulnerable riders and COVID-19 hygiene protocols where applicable.
  • Collaborate with operations, maintenance, HR and regulatory teams to align training schedules, competency matrices and career progression plans for transport staff.
  • Lead pilot training projects for new services (e.g., BRT launch, new depot, electrified fleet) including scenario-based simulations, stakeholder briefing, and post-launch support.
  • Advise on vehicle acceptance tests, basic maintenance awareness for drivers, and frontline troubleshooting to reduce downtime and improve first-line response.
  • Design and deliver specialized modules for paratransit, demand-responsive transport and accessibility training to improve service for older people and persons with disabilities.
  • Facilitate stakeholder workshops with government agencies, donor partners, unions and community groups to build consensus on training standards and performance targets.
  • Maintain records and centralized databases of trainee profiles, certification status, refresher due dates and compliance documentation for audit and reporting.
  • Implement continuous improvement cycles by collecting learner feedback, analyzing training delivery metrics and iterating course materials and delivery methods.
  • Use GPS, telematics and operations data to create data-driven coaching interventions targeted at speeding, idling, harsh braking and route adherence.
  • Manage training budgets, procure simulation equipment and coordinate logistics such as facility bookings, vehicles for practical sessions and training materials.
  • Ensure all training content is culturally appropriate, language-accessible and tailored to local operating environments while meeting donor or regulatory reporting requirements.
  • Prepare regular reports and presentations for senior leadership and project partners detailing training outcomes, capacity gaps and recommended next steps.
  • Provide ad-hoc expert support to incident investigations, root-cause analysis and development of corrective training plans following safety-critical events.
  • Support the integration of sustainability and environmental best practices into driver training (eco-driving, energy-efficient operations, electrification readiness).

Secondary Functions

  • Support ad-hoc operational data requests and collaborate with data teams to translate insights into targeted training modules.
  • Contribute to organizational training strategy, roadmap and standardization efforts across multiple depots or city regions.

Education & Experience

Educational Background

Minimum Education:

  • Bachelor’s degree in Urban Planning, Civil Engineering, Transportation, Education, Adult Learning, or a related field.

Preferred Education:

  • Master’s degree or postgraduate diploma in Transport Planning, Road Safety, Adult Education, Instructional Design, or Project Management.
  • Certifications in instructional design, train-the-trainer programs, CPC (Certificate of Professional Competence) or nationally recognized driver/trainer accreditation.
