The Utility Builder is a field‑facing construction professional responsible for the accurate, safe, and timely installation, repair, and maintenance of utility infrastructure including water, sewer, storm drain, gas, electric, and telecommunications systems. The role requires expertise in trenching, pipe laying, manhole and vault construction, ductbank installation, and coordination with inspectors and stakeholders to deliver projects that meet design specifications, regulatory standards, and client expectations. The Utility Builder frequently operates heavy equipment, reads and interprets construction drawings, performs as‑built documentation, and enforces jobsite safety for crew members and the public.

Core Responsibilities

Primary Functions

  • Read, interpret and execute construction drawings, as‑builts, and engineering specifications to accurately lay out trenches, pipe routes, manholes, vaults, and ductbanks while ensuring alignment with project tolerances and regulatory requirements.
  • Lead and execute the full cycle of underground utility installation — excavation, bedding, pipe fusion or jointing, connection of fittings, pressure testing, backfill, compaction, and surface restoration — ensuring materials and workmanship meet quality control standards.
  • Operate and maintain heavy equipment such as excavators, skid steers, backhoes, trenchers, and loaders to perform efficient excavation, grading, and material handling while adhering to daily maintenance and inspection protocols.
  • Coordinate with project supervisors, engineers, and inspectors to schedule critical inspections, obtain required permits, and implement corrective actions when field conditions differ from design assumptions or permit constraints.
  • Implement trench safety and shoring solutions in accordance with OSHA and local regulations, including installation of trench boxes, sloping, benching, and hazardous material controls to protect crew members and the public.
  • Perform service tie‑ins, lateral connections, and hydrant installations with minimal disruption to existing utilities and stakeholders, using proper isolation, swabbing, and leak management techniques to protect potable water and sewage systems.
  • Install, splice, and terminate telecommunications or electrical conduit and cable within ductbanks and access vaults, ensuring proper separation of utilities and compliance with NEC and utility owner standards where applicable.
  • Conduct pressure/leak tests, CCTV inspections, and deflection testing for sewers and pipelines, document results, and take remedial actions for failing components or installations.
  • Maintain accurate field logs, daily reports, material invoices, quantity measurements, and as‑built drawings using mobile data collection tools, GIS mapping, or company reporting systems to support billing and compliance.
  • Follow and enforce site traffic control plans, provide flagging and pedestrian safety measures, and coordinate lane closures and public notifications to minimize safety risks and community disruption.
  • Mentor and supervise crew members, assign tasks, monitor productivity, and provide on‑the‑job training for safe tool use, equipment operation, and trade‑specific techniques.
  • Manage material handling and inventory on site for pipe, fittings, bedding materials, geotextiles, and backfill aggregates, ensuring FIFO practices, secure storage, and accurate material usage tracking.
  • Troubleshoot field installation challenges such as groundwater intrusion, unstable soils, obstructions, and existing undocumented utilities by collaborating with engineers and proposing constructible solutions.
  • Perform confined space entries for manhole and vault work, executing atmospheric testing, attendant procedures, and rescue plans in compliance with confined space permits and training requirements.
  • Execute site restoration tasks including concrete cutting and removal, pavement saw cutting, base repair, final paving support, and landscape restoration to return the site to pre‑construction condition or better.
  • Ensure environmental protection measures such as erosion and sediment control, turbidity prevention, spill containment, and proper disposal of contaminated materials are implemented and documented.
  • Communicate proactively with residents, municipal inspectors, utility owners, and subcontractors to manage expectations, coordinate shutdowns and tie‑ins, and resolve service impact issues.
  • Use specialized installation techniques for specific materials (HDPE fusion, PVC solvent welding, ductile iron jointing, restrained joints, and trenchless repairs) to maintain system integrity and longevity.
  • Perform quality control verifications including dimensional checks, gauge readings, and slope verification using laser levels and GPS equipment to ensure installations meet engineering tolerances.
  • Adhere to company safety programs, attend toolbox talks, report near misses and incidents, and participate in continuous improvement initiatives to lower incident rates and improve field processes.
  • Prepare punch lists, closeout documentation, and coordinate the handover of completed utility assets to owners or municipalities including warranties, operation manuals, and as‑built records.
  • Respond to emergency utility repairs and outage events, mobilize crews for 24/7 response when required, diagnose failures and restore service safely and efficiently while documenting corrective actions.

Required Skills & Competencies

Hard Skills (Technical)

  • Proficient in reading and interpreting civil construction drawings, utility schematics, and as‑built markups.
  • Trenching and excavation expertise including shoring, sloping, and trench box installation in compliance with OSHA 1926 Subpart P.
  • Heavy equipment operation: excavator, backhoe, loader, trenchers, rollers, and compaction equipment with demonstrated equipment maintenance knowledge.
  • Pipe installation techniques across multiple materials (PVC, HDPE fusion, ductile iron, CMP) including jointing, fusion, and restrained connections.
  • Manhole and vault construction: formwork, reinforcement, concrete finishing, sealing, and benching.

  • Familiarity with environmental controls (BMPs), erosion control measures, and hazardous material handling on construction sites.

Education & Experience

Educational Background

Minimum Education:

  • High school diploma or GED with relevant on‑the‑job training in construction or utility work.

Preferred Education:

  • Associate degree or certificate in Construction Technology, Civil Engineering Technology, Utility Technology, or related vocational program.
  • Completion of apprenticeship programs (pipefitting, heavy equipment) or NCCER certifications is a strong plus.

Experience Requirements

Preferred: 5+ years of progressive field experience with proven ability to lead small crews, manage complex tie‑ins, operate heavy equipment, perform confined space entry, and deliver projects with minimal rework. Experience working with municipal clients, utility owners, and familiarity with local permitting and inspection processes is highly desirable.

Certifications: OSHA 10 or 30, Confined Space Entry and Rescue, CPR/First Aid, Traffic Control/Flagger, NCCER or trade certifications, and any required state/local utility certifications are preferred or may be required depending on employer and project.
