Core Responsibilities
Primary Functions
- Conduct in-depth quantitative and qualitative analysis of program data to evaluate the effectiveness of vocational training initiatives, participant outcomes, and return on investment.
- Design, implement, and manage data collection systems and methodologies to track key performance indicators (KPIs) such as enrollment, retention, completion, job placement, and wage progression.
- Develop and maintain automated dashboards and data visualizations using tools like Tableau or Power BI to provide real-time insights for program staff and leadership.
- Prepare comprehensive, high-quality narrative and statistical reports for internal stakeholders, executive leadership, advisory boards, and external funding agencies on a recurring basis.
- Monitor program performance against contractual obligations, grant deliverables, and established benchmarks, flagging areas of concern and opportunities for improvement.
- Perform rigorous data validation and cleaning procedures to ensure the accuracy, completeness, and integrity of all program-related data within case management systems and databases.
- Analyze local labor market information and economic trends to inform program design and ensure curriculum alignment with in-demand industries and occupations.
- Lead the annual program evaluation process, from defining evaluation questions and methodology to analyzing results and presenting findings.
- Collaborate closely with program managers and frontline staff to help them understand their program data and use it to drive day-to-day performance improvements.
- Conduct longitudinal studies to track the long-term career trajectories and economic self-sufficiency of program graduates.
- Develop and administer participant, employer, and staff satisfaction surveys, and analyze the feedback to identify strengths and weaknesses in service delivery.
- Assist in the preparation of grant proposals and funding applications by providing compelling data on program impact and community need.
- Ensure all data handling and reporting activities are in strict compliance with federal, state, and local regulations, including WIOA (Workforce Innovation and Opportunity Act) performance standards.
- Translate complex data findings into clear, concise, and compelling presentations for diverse audiences, including those with non-technical backgrounds.
- Identify and research evidence-based practices and innovative models in workforce development to recommend for potential adoption or adaptation.
- Create and maintain detailed documentation for data definitions, collection protocols, and analytical procedures to ensure consistency and transparency.
- Provide training and technical assistance to program staff on data entry best practices, report interpretation, and the effective use of data systems.
- Respond to complex data inquiries from internal and external partners, providing accurate and timely information.
- Assess the effectiveness of participant recruitment and outreach strategies by analyzing demographic and geographic data of the enrolled population.
- Perform root cause analysis to understand underlying factors contributing to program challenges, such as low completion rates or under-enrollment.
