Core Responsibilities

Primary Functions

Develop, implement and continuously refine a comprehensive strategic plan for the jurisdiction or company’s waste management system, including solid waste collection, transfer station operations, landfill management, recycling programs, organics/composting, and hazardous materials handling to meet long-term sustainability and financial goals.
Oversee day-to-day operations of collection fleets, transfer stations, landfills, recycling facilities and contracted service providers to ensure efficient route performance, on-time service delivery, customer satisfaction and regulatory compliance.
Lead the development and administration of annual operating and capital budgets for waste operations; monitor expenditures, perform month-to-month variance analysis, forecast future costs, identify cost-saving opportunities and present budget recommendations to executive leadership or councils.
Manage procurement, negotiation, execution and ongoing administration of vendor and service contracts (hauling, processing, disposal, equipment maintenance), including developing RFPs, evaluating bids, ensuring contract compliance and enforcing performance metrics and remedies.
Ensure environmental compliance across all programs by maintaining permits, preparing regulatory reports (air, water, groundwater, landfill gas, RCRA where applicable), coordinating inspections, managing sampling programs and responding to regulatory inquiries and enforcement actions.

Educational Background

Minimum Education:

Bachelor’s degree in Environmental Science, Environmental Engineering, Civil Engineering, Public Administration, Business Administration, or a related field.

Preferred Education:
