Core Responsibilities
Primary Functions
- Lead the full lifecycle design and delivery of water infrastructure projects, including concept development, hydraulic and hydrologic analysis, detailed engineering design (plans, specifications, and cost estimates), permitting, bidding, and construction support.
- Prepare and execute complex hydraulic and hydrologic models (HEC-RAS, HEC-HMS, SWMM, EPA-SWMM, MIKE URBAN or equivalent) to size channels, culverts, pipes, detention facilities, and stormwater systems to meet regulatory and client performance criteria.

- Develop wastewater collection and conveyance designs including gravity sewers, force mains, lift stations, odor control measures, and provide technical oversight for treatment plant upgrade projects.
- Produce detailed construction documents: engineering drawings (AutoCAD, Civil 3D), technical specifications, bill of quantities, and engineer’s cost estimates that adhere to industry standards and client requirements.
- Lead regulatory permitting and compliance efforts for local, state, and federal approvals (401/404, NPDES permits, state water quality certifications), preparing permit applications, environmental compliance documentation, and responses to regulators.
- Conduct feasibility studies, alternatives analyses, master planning, and capital improvement planning for municipal water, wastewater, and stormwater systems, including life-cycle cost and risk assessments.

- Provide construction administration services: review submittals, respond to RFIs, issue change orders, and perform progress and final inspections to achieve contract closeout.
- Apply asset management principles and condition assessment techniques for pipelines, reservoirs, and treatment facilities to recommend prioritized rehabilitation, renewal, and replacement strategies.
- Support emergency response and contingency planning for water supply interruptions, sanitary sewer overflows (SSOs), and flood events, including rapid assessment and mitigation recommendations.
- Develop and present technical reports, feasibility outcomes, and recommendations to clients, municipal councils, stakeholders, and the public in plain language and via technical appendices.

Minimum Education:
