Core Responsibilities

Primary Functions

  • Conduct routine and non-routine field sampling of surface water, groundwater, sediments, and stormwater according to EPA and state-approved sampling protocols; maintain chain-of-custody documentation and ensure proper sample preservation and transport to accredited laboratories.
  • Develop and implement water monitoring plans and quality assurance project plans (QAPPs), including method selection, sampling frequencies, site selection, and calibration procedures to meet permit and project objectives.
  • Perform laboratory coordination and oversight: review lab analytical methods, ensure laboratory QA/QC compliance, troubleshoot sampling/analytical anomalies, and review laboratory reports, data packages, and corrective action documentation.
  • Analyze environmental data using statistical methods and software (Python, R, Excel, or similar) to identify trends, anomalies, and compliance issues; prepare summaries and interpret results for technical and non-technical audiences.
  • Manage environmental compliance tasks related to municipal/state/federal permits (e.g., NPDES, MS4, 401/404): prepare monitoring reports, discharge monitoring reports (DMRs), and regulatory submittals to ensure permit compliance and timely renewals.

  • Review and interpret federal and state water quality regulations, standards, and guidance (e.g., Clean Water Act, state water quality standards, EPA guidance) and apply them to project planning and compliance evaluations.
  • Manage environmental data systems and databases (including data ingestion, QA/QC, and archival procedures); ensure data integrity and accessibility for reporting, modeling, and audits.
  • Coordinate with regulatory agencies, clients, contractors, and community stakeholders to communicate monitoring results, compliance status, and proposed corrective actions; respond to agency information requests and inspections.
  • Support permit application preparation and renewal by assembling monitoring data, preparing technical narratives, developing pollutant load calculations, and proposing monitoring and mitigation strategies.
  • Perform trend analysis and statistical hypothesis testing (e.g., Mann-Kendall, regression analysis) to detect changes in water quality over time and to assess the effectiveness of management actions.
  • Evaluate and recommend sampling equipment, field instrumentation (multiparameter sondes, flow meters, turbidity sensors), and laboratory methods to improve monitoring accuracy and operational efficiency.
  • Develop and maintain standard operating procedures (SOPs) for field sampling, laboratory chains of custody, instrument calibration, and data processing to ensure consistent program execution and audit readiness.
  • Assist in environmental impact assessments and permit-required environmental monitoring during construction projects, including sediment and erosion control inspections and adaptive management recommendations.
  • Conduct source tracking and pollutant fate investigations by integrating chemical, microbiological, and hydrologic data to identify contamination sources and develop remediation strategies.
  • Prepare cost estimates, scopes of work, and technical proposals for monitoring, compliance, and modeling projects; support business development and project planning activities.
  • Monitor and maintain safety, health, and environmental compliance during field operations, ensuring employees follow confined space, traffic control, and water rescue safety procedures when required.

Educational Background

Minimum Education:
