Core Responsibilities

Primary Functions

  • Provide executive leadership for all welfare and human services programs, including planning, development, implementation and continuous evaluation of service delivery models to improve client outcomes and meet organizational goals.
  • Develop, recommend and implement department-wide strategic plans and policy frameworks that align welfare program goals with state and federal priorities, ensuring programs are client-centered, culturally competent and evidence-based.
  • Oversee the full program lifecycle for public assistance initiatives (e.g., TANF, SNAP, Medicaid linkages, emergency assistance), including eligibility rules, service delivery workflows, intake processes and appeals procedures.
  • Direct the preparation, administration and ongoing monitoring of department budgets, fiscal projections and funding allocations; ensure fiscal accountability and implement cost-control measures while maximizing service impact.
  • Lead grant development, grant management and contract oversight activities, including writing proposals, negotiating contract terms, ensuring compliance with grant conditions, and preparing grant reports for funders.
  • Ensure regulatory compliance with local, state and federal welfare statutes and programmatic requirements; coordinate agency responses to audits, reviews and corrective action plans.
  • Recruit, hire, supervise and mentor a multi-disciplinary team of managers, supervisors, social workers, eligibility specialists and support staff, including establishing performance standards, conducting evaluations and delivering targeted professional development.
  • Design and implement performance measurement and evaluation frameworks, utilizing key performance indicators (KPIs), client outcome metrics and cost-benefit analyses to inform continuous quality improvement.
  • Oversee case management systems and client data infrastructure; ensure accurate documentation, secure records management, and integration of electronic case management tools to support service delivery and reporting.
  • Coordinate cross-agency partnerships and intergovernmental relations—work closely with health departments, housing authorities, education institutions and criminal justice partners to deliver holistic services and reduce barriers to client self-sufficiency.
  • Serve as the primary point of contact for elected officials, community leaders and external stakeholders; prepare briefings, present program updates to governing bodies, and advocate for policy and budgetary support.
  • Develop and implement public outreach, education and community engagement strategies to increase program awareness, boost enrollment among eligible populations, and reduce stigma associated with service use.
  • Lead crisis response and emergency assistance coordination during natural disasters or economic shocks, ensuring continuity of critical services, rapid benefit deployment and effective resource allocation.
  • Oversee procurement and vendor management for contracted service providers, including developing scopes of work, evaluating proposals, monitoring service quality and resolving contractual disputes.
  • Establish and maintain robust quality assurance and compliance monitoring systems, conducting periodic program reviews, case file audits and client satisfaction assessments to maintain service standards.
  • Analyze complex data sets and program analytics to identify trends, gaps and opportunities for system improvement; prepare actionable reports and recommendations for executive leadership and funders.
  • Manage appeals, grievances and complex case escalations; ensure fair hearing processes, timely resolution, and adherence to legal standards and client rights protections.
  • Advocate for legislative and policy changes that advance the social and economic well-being of vulnerable populations, participating in policy forums, testimony, and coalition-building activities.
  • Champion equity, cultural humility and trauma-informed practice across service delivery systems to ensure programs are accessible, respectful and responsive to diverse communities.
  • Oversee the development and implementation of workforce development and succession planning strategies to build internal capacity and reduce program risk.
  • Develop communication plans and media responses for high-profile or sensitive welfare issues; coordinate messaging with public information officers and ensure transparency with stakeholders.
  • Establish referral pathways and integration points with behavioral health, housing, workforce development and child welfare services to create streamlined, wraparound supports for clients.

Education & Experience

Educational Background

Minimum Education:

  • Bachelor's degree in Social Work, Public Administration, Social Sciences, Human Services, or a related field.

Preferred Education:

  • Master’s degree (MSW, MPA, MPH or related graduate degree) with coursework or concentration in social welfare policy, public administration or nonprofit management.
