Core Responsibilities

Primary Functions

  • Conduct comprehensive program assessments and needs analyses to evaluate current welfare program design, service delivery gaps, and barriers to client access; produce actionable recommendations and implementation roadmaps for program improvement.
  • Lead eligibility determination reviews and audit existing client files to ensure accurate benefits enrollment for TANF, SNAP, Medicaid-related programs, housing subsidies, and ancillary services, correcting discrepancies and documenting decision rationale.
  • Design, implement, and refine intake and referral processes that streamline client flow, reduce time-to-service, and improve coordination between case management, employment services, and partner agencies.
  • Develop and manage program workflows, standard operating procedures (SOPs), and client service protocols to ensure consistent, equitable, and legally compliant service delivery across multiple service sites or vendor partners.
  • Provide direct technical assistance and training to front-line staff and partner organizations on eligibility rules, documentation requirements, case documentation standards, and culturally competent engagement strategies.
  • Monitor program compliance with federal, state, and local statutes and funding regulations; prepare corrective action plans and lead remediation efforts when audits or monitoring identify noncompliance.
  • Design and implement program performance metrics and KPIs (e.g., caseload closure rates, benefit issuance accuracy, employment placement rates, recidivism/recertification rates) and produce monthly/quarterly performance reports for leadership and funders.
  • Conduct quality assurance reviews, client file audits, and root-cause analyses to identify systemic issues; create improvement plans and track remediation progress through measurable milestones.
  • Lead the development and submission of required grant deliverables, state/federal reports, and funding proposals, ensuring narrative and financial reports accurately reflect program activities and outcomes.
  • Facilitate stakeholder engagement sessions, convenings, and community forums to gather input from clients, advocacy groups, and partner agencies; incorporate feedback into program redesign and policy recommendations.
  • Serve as key liaison with government agencies, funders, legal counsel, and external evaluators during program design, implementation, and compliance reviews; coordinate information requests and site visits.
  • Design and execute pilot programs and demonstrations (e.g., employment supports, housing stability interventions, rapid re-housing pilots), including establishing evaluation frameworks, data collection plans, and hypothesis-driven outcomes.

  • Develop crisis response protocols and rapid re-engagement strategies for clients at risk of losing benefits (e.g., during recertification or transitional employment), coordinating with legal aid and emergency service providers as needed.
  • Oversee benefits reconciliation and financial eligibility modeling to ensure accurate benefit calculations, forecasting budget impacts of policy or operational changes, and advising leadership on cost containment strategies without reducing client access.
  • Prepare executive-level briefs, policy memos, and presentations for elected officials, boards, and agency leadership that summarize program impact, fiscal implications, and recommended policy updates.
  • Lead or support independent program evaluations by external evaluators, providing data, context, and access while ensuring confidentiality and compliance with IRB or agency data-sharing agreements.
  • Implement client-centered outreach campaigns (digital, print, and community-based) to increase awareness, reduce stigma, and raise enrollment among hard-to-reach or historically excluded populations; measure outreach ROI and conversion rates.
  • Facilitate cross-functional working groups (IT, legal, budget, operations) to scope and implement system improvements (e.g., eligibility system upgrades, case management software enhancements) that increase accuracy and reduce administrative burden.

Education & Experience

Educational Background

Minimum Education:
