Core Responsibilities

Primary Functions

  • Design, implement, and continuously refine a comprehensive multi-year youth ministry/program strategy that includes weekly gatherings, small groups, retreats, camps, service projects, and leadership development pathways to increase engagement and retention of teens and families.
  • Create evidence-based curricula and lesson plans aligned to developmental stages and organizational mission; select and adapt teaching resources, multimedia, and worship elements for ages 11–18 to promote spiritual growth, life skills, and resilience.
  • Recruit, train, schedule, and supervise a diverse team of paid staff, interns, and volunteer leaders; develop role descriptions, onboarding processes, background check procedures, and ongoing training programs to maintain high-quality volunteer leadership.
  • Oversee safeguarding and child protection protocols: implement background checks, maintain compliance with local regulations, lead mandatory reporter training, manage incident reporting procedures, and ensure safe environments during on-site and off-site activities.
  • Plan and execute large-scale youth events (retreats, mission trips, conferences) including program curriculum, logistics, transportation, lodging, vendor contracts, risk assessments, parental communication, and on-site safety coordination.
  • Develop and manage the youth program budget: forecast annual expenses, track line-item spending, procure supplies, manage vendor relationships, and report financial status to senior leadership and finance committees.
  • Build strong partnerships with families and caregivers through regular communication, family nights, parent education resources, and conflict-resolution support to increase family engagement and support adolescent development.
  • Implement data collection and impact measurement systems (attendance tracking, retention metrics, program evaluation surveys, youth outcomes) and use metrics to produce quarterly and annual reports that inform strategic decisions.
  • Lead volunteer recruitment and retention strategies, including targeted outreach, volunteer appreciation, training tracks, recognition programs, and pathways for youth to transition into leadership roles.
  • Coordinate pastoral care and mentoring for youth: provide one-on-one mentoring, crisis intervention, referral to counseling or community resources, grief support, and discipleship coaching while maintaining appropriate boundaries and documentation.
  • Develop and steward community partnerships with schools, local nonprofits, social service agencies, and law enforcement to expand program reach, secure in-kind and financial support, and coordinate joint initiatives serving adolescents.
  • Create and manage youth-focused communications and digital engagement strategies (social media content, email newsletters, event pages, registration systems) to grow program visibility and increase attendance.
  • Lead fundraising initiatives specific to youth programs: write and submit grant proposals, cultivate donors, coordinate fundraising events, and manage restricted funds to meet programmatic needs and scholarships.
  • Ensure legal, insurance, and safety compliance for youth programming: maintain incident logs, permissions/consent forms, medical release documentation, and transportation policies; coordinate with organizational risk management and legal counsel when needed.
  • Supervise program logistics including calendar coordination, facility use, supply inventory, audiovisual needs, transportation planning, and volunteer scheduling to ensure smooth weekly operations.
  • Coach and evaluate staff and volunteer leaders through goal-setting, performance reviews, and professional development plans that prioritize retention, skill growth, and alignment with organizational values.
  • Facilitate conflict resolution among youth participants, families, or volunteers using trauma-informed practices, restorative justice principles, and clear behavioral policies to maintain a safe and inclusive environment.
  • Develop culturally responsive programming that addresses diversity, equity, inclusion, and accessibility, ensuring activities meet the needs of varied socio-economic, racial, and ability backgrounds.
  • Design leadership development tracks for youth (peer leadership, service learning, discipleship groups) to prepare older teens for mentorship roles and help transition young adults into broader ministry or civic engagement roles.
  • Maintain accurate documentation of program policies, volunteer files, incident reports, budgets, and program materials to support transparency, audits, and continuity across leadership transitions.
  • Serve as a visible public representative for the youth program at church services, community meetings, school events, and in local media to raise awareness and support for youth initiatives.

Secondary Functions

  • Coordinate internship and practicum placements for college students and youth ministry apprentices, including supervision plans, learning objectives, and evaluation.
  • Assist with grant reporting and compliance documentation for youth-specific funding, including narratives, financial reconciliations, and outcome measurements.
  • Provide content and training for ministry-wide staff development on adolescent development, trauma-informed care, online safety, and digital boundaries.
  • Manage vendor and facility contracts for off-site events, including negotiating pricing, scheduling site visits, and ensuring vendor insurance and safety standards.

Education & Experience

Educational Background

Minimum Education:

  • Bachelor’s degree in Youth Ministry, Social Work, Education, Counseling, Human Services, Theology/Divinity, or a related field.

Preferred Education:

  • Master’s degree in Social Work (MSW), Counseling, Divinity (MDiv), Nonprofit Management, Education Leadership, or equivalent professional certifications in youth development.

Experience Requirements

  • 5+ years in a supervisory role with demonstrated success scaling youth engagement and retention.
  • Proven experience with safeguarding implementation, grant-funded programs, budget management, and community partnership development.
