Core Responsibilities
Primary Functions
- Lead the design and implementation of monitoring and evaluation (M&E) frameworks for youth programs by defining measurable indicators, data collection methods, baselines, and targets to assess short-, medium-, and long-term outcomes for children and adolescents.
- Develop, maintain, and analyze program data dashboards and performance reports using Excel, Tableau, Power BI, or comparable tools to translate raw data into actionable insights for program managers, funders, and executive teams.
- Conduct quantitative and qualitative data collection activities, including surveys, focus groups, interviews, and case file reviews, ensuring ethical standards, confidentiality, and culturally responsive practices when working with young people and families.
- Prepare timely, polished programmatic reports, briefs, and presentations for internal stakeholders and external funders that highlight outcomes, lessons learned, and recommendations for program improvement and scale.
- Coordinate and provide technical assistance to program staff and community partners on data collection protocols, data entry quality control, participant tracking, and outcome measurement to strengthen fidelity to program models.
- Design evaluation studies (process evaluations, outcome evaluations, formative research) and guide subcontractors or research partners through the procurement, IRB (if applicable), and analytic phases to ensure rigorous evidence generation.

- Support grant development and donor reporting by compiling program metrics, drafting methodology sections, and articulating program impact and scalability with evidence-based narratives and supporting data visualizations.
- Oversee program compliance with funding requirements, contractual deliverables, performance milestones, and local, state, or federal regulations applicable to youth services, education, or juvenile justice programs.

- Conduct risk assessments and safety planning for program participants when working with vulnerable youth, coordinating referrals to clinical, social, or legal services as needed and documenting actions in accordance with agency policies.
- Serve as the point of contact for external evaluators, auditors, and funder site visits by preparing documentation, presenting findings, and coordinating staff participation to demonstrate program integrity and impact.
- Build and sustain cross-sector partnerships with schools, juvenile justice systems, public health, and community-based organizations to integrate services and leverage funding streams for holistic youth supports.

Educational Background
Minimum Education:
- Bachelor’s degree in social work, psychology, public policy, education, sociology, statistics, or a related field; or equivalent combination of education and relevant experience.
